<br />At a Regular Meeting of the City Council on Tuesday, February 23, 2010, there
<br />were present:
<br />
<br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst,
<br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith,
<br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman.
<br />
<br />Pastor Felton Whitfield, opened the meeting with prayer, which was followed by
<br />the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Mr. Whitehurst, and seconded by Mr. Smith, to approve the minutes of
<br />a Called Meeting of February 8,2010, of a Called Meeting of February 9,2010, and of a
<br />Regular Meeting of February 9,2010, and was adopted by the following vote:
<br />
<br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley
<br />Nays: None
<br />
<br />- Public Hearing -
<br />

<br />
<br />Public hearing on the proposed adoption of an ordinance to authorize the
<br />City to contract a debt and issue General Obligation Public Improvement
<br />Bonds (the "Bonds") of the City, or notes in anticipation thereof, in a
<br />principal amount not to exceed $58,000,000 to finance the costs of the
<br />planning, design, acquisition, construction, and equipping of various
<br />capital improvement projects of the City, including without limitation
<br />drainage and street facilities, educational facilities, industrial and
<br />economic development facilities, leisure services facilities, general
<br />municipal facilities, parking facilities, and the costs of issuing the Bonds.
<br />
<br />'" City Council asked that they maintain the ability to reprogram the $3 million set aside
<br />for the Behavioral Healthcare Building to allow for a source of funding towards other
<br />projects within the City if needed.

<br />1. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, spoke in opposition to this item.

<br />10 - 81 - Public hearing on a street closure application:
<br />
<br />(a) S-10-01
<br />
<br />SOUTHSIDE - Ordinance granting the request of David L. Nimmich
<br />for the closure of a portion of Portsmouth Boulevard between Third
<br />Street and Port Centre Parkway. The Comprehensive Plan's
<br />Generalized Future Land Use Map recommends Mixed Use
<br />Employment. Vision Principle: Bold New Directions.
<br />
<br />Motion by Mr. Whitehurst, and seconded by Ms. Psi mas, to defer consideration
<br />of Item S-10-01 to the March 09, 2010 City Council meeting, and was adopted by the
<br />following vote:
