September 12, 2000 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, September 12, 2000, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P. <br />Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Deputy City Manager H. Timothy Little, City Attorney G. Timothy Oksman. <br /> <br /> Councilman J. Thomas Benn III opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to approve the minutes of a <br />Called Meeting on August 22, 2000, and a Regular Meeting on August 22, 2000, and <br />was adopted by unanimous vote. <br /> <br />00 - 218 - Presentations: <br /> <br />Proclamation presented to Ernest Hardy for the "Annual Fish Bowl Classic". <br /> <br />Proclamation presented to Margaret Windley for "Constitution Week". <br /> <br />- Public Hearing - <br /> <br />00 - 219 - Public hearing on use permit, code amendment, and street closure <br />applications: <br /> <br />(a) U P-00-14 <br /> <br />WEST NORFOLK NEIGHBORHOOD - Engineering Services, Inc., <br />requests a use permit to operate a convenience store with gas <br />pumps at 4408 West Norfolk Road. <br /> <br />1. Kelly Mills, 3351 Stoneshore Road, representing Engineering Services, Inc., spoke <br /> in support of the use permit. <br /> <br />2. Paul Kohler, 3422 Fawn Hill Road, representing Mansfield Oil Company, spoke in <br /> support of the use permit. <br /> <br /> Motion by Mr. Whitehurst, and seconded by <br />recommendation of the Planning Commission that <br />reading, and was adopted by unanimous vote. <br /> <br />Mr. Moody, to concur with the <br />UP-00-14 be approved on first <br /> <br />(b) S-00-06 <br /> <br />PORT CENTRE NEIGHBORHOOD Ordinance granting the <br />request of the Portsmouth Redevelopment and Housing Authority <br />for the closure of portions of Henry Street and Sixth Street. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE CLOSING AND VACATING PORTIONS OF HENRY AND SIXTH <br />STREETS." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />(c) UP-O0-15 <br /> <br />PORT CENTRE NEIGHBORHOOD - DACS (Design Assistance <br />Construction Systems, Inc.) requests a use permit to manufacture <br /> th th <br />steel roof and floor deck products at 7 and 5 Streets. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that UP-00-15 be approved on first <br />reading, and was adopted by a vote of 6-0-1. (Mr. Robinett abstained because of a <br />possible financial conflict of interest due to his employment.) <br /> <br /> <br />
