<br />O0 - 216 - The following call for the meeting was read:
<br />
<br /> "Please attend a Called Meeting of the City Council to be held in the City
<br />Managers Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., Tuesday,
<br />September 12, 2000, for the purpose of a Public Work Session.
<br />
<br />In addition, you may consider a motion to go into a Closed Meeting.
<br />
<br />By order of the Mayor."

<br />O0 - 217 - The following item was discussed in Public Work Session:
<br />
<br />1. Opportunity House
<br />
<br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, to go into Closed Meeting
<br />pursuant to provisions of Section 2.1-344 of the Code of Virginia, to discuss or consider
<br />the following:
<br />
<br /> This acquisition of real property on High Street for a public purpose and the
<br />sale of real property in PortCentre where discussion in an open meeting would
<br />adversely affect the City's bargaining position or negotiating strategy, as permitted
<br />under Subsection A.3.
<br />
<br />Discussion of a personnel matter, as permitted under Subsection A. 1.
<br />
<br />Discussion of actual or probable litigation, as authorized by Subsection A.7.
<br />
<br />The motion was adopted by unanimous vote·
<br />
<br /> Motion by Mr. Pitts, and seconded by Mr. Whitehurst, pursuant to Section
<br />2.1-344.1(D) of the Code of Virginia, certifying that to the best of the Council Member's
<br />knowledge during the immediately preceding Closed Meeting of the City Council:
<br />
<br />1. Only public business matters lawfully exempted from open meeting
<br /> requirements by the Virginia Freedom of Information Act, and
<br />
<br />Only such public business matters as were identified in the motion by which
<br />the Closed Meeting was convenec, were heard, discussed or considered in
<br />the meeting by the City Council.
<br />
<br />The motion was adopted by unanimous vote.
<br />
<br />On motion, meeting adjourned.
