September 12, 2000 (d) CA-00-06 CITYWIDE - The City of Portsmouth requests an amendment of Chapter 33 of the City Code to create language for commercial and industrial subdivisions. Motion by Mr. Moody, and seconded by Mr. Robinett, to concur with the recommendation of the Planning Commission that CA-00-06 be approved on first reading, and was adopted by unanimous vote. (e) S-00-07 DOWNTOWN NEIGHBORHOOD - Ordinance granting the request of the City of Portsmouth for the closure of a 60 foot portion of South Street between the east right-of-way line of Crawford Street (now closed) and the pierhead line on the west side of the Southern Branch of the Elizabeth River. 1. Pat Burns, 1219 Portsmouth Boulevard, spoke in opposition to the street closure. Motion by Mr. Whitehurst, and seconded by Mr. Griffin, to adopt the following ordinance, and was adopted by the following vote: "AN ORDINANCE CLOSING AND VACATING PORTIONS OF SOUTH AND FIRST STREETS." Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley Nays: None (f) CA-00-04 CITYWIDE - The City of Portsmouth requests a code amendment to amend the Tree Canopy Cover Requirements Table (Table 36.1) in Chapter 36 of the City Code to add to the table a 10% canopy requirement for the BP Business Park zoning district. Motion by Mr. Pitts, and seconded by Mr. Moody, to concur with the recommendation of the Planning Commission that CA-00-04 be approved on first reading, and was adopted by unanimous vote. - New Business - 00 - 220 - Board and Commissions There were no appointments. 00 - 221 - Items Submitted by Council Members Vice Mayor Griffin announced the Umoja Festival this weekend. Councilman Pitts announced Try Transit Week this week. 00 - 222 - Non-Agenda Speakers 1. Helen Person, 1314 Green Street, spoke on the pace of the relocation of Washington Park residents. 2. Sandra Johnston, 4507 Griffin Street, Westhaven Neighborhood Watch, spoke on community policing. Motion by Mr. Pitts, and seconded by Mr. Griffin, to waive the rules of order to allow Ms. Moore an additional three minutes to speak, and was adopted by unanimous vote. 3. Donna Moore, 723 Douglas Avenue, spoke on the response time of the Police Department.
