September 12, 2000 <br /> <br />(d) CA-00-06 <br /> <br />CITYWIDE - The City of Portsmouth requests an amendment of <br />Chapter 33 of the City Code to create language for commercial and <br />industrial subdivisions. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Robinett, to concur with the <br />recommendation of the Planning Commission that CA-00-06 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />(e) S-00-07 <br /> <br />DOWNTOWN NEIGHBORHOOD - Ordinance granting the request <br />of the City of Portsmouth for the closure of a 60 foot portion of <br />South Street between the east right-of-way line of Crawford Street <br />(now closed) and the pierhead line on the west side of the Southern <br />Branch of the Elizabeth River. <br /> <br />1. Pat Burns, 1219 Portsmouth Boulevard, spoke in opposition to the street closure. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Griffin, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"AN ORDINANCE CLOSING AND VACATING PORTIONS OF SOUTH AND FIRST <br />STREETS." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />(f) CA-00-04 <br /> <br />CITYWIDE - The City of Portsmouth requests a code amendment <br />to amend the Tree Canopy Cover Requirements Table (Table 36.1) <br />in Chapter 36 of the City Code to add to the table a 10% canopy <br />requirement for the BP Business Park zoning district. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that CA-00-04 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br />- New Business - <br /> <br />00 - 220 - Board and Commissions <br /> <br />There were no appointments. <br /> <br />00 - 221 - Items Submitted by Council Members <br /> <br />Vice Mayor Griffin announced the Umoja Festival this weekend. <br /> <br />Councilman Pitts announced Try Transit Week this week. <br /> <br />00 - 222 - Non-Agenda Speakers <br /> <br />1. Helen Person, 1314 Green Street, spoke on the pace of the relocation of <br /> Washington Park residents. <br /> <br />2. Sandra Johnston, 4507 Griffin Street, Westhaven Neighborhood Watch, spoke on <br /> community policing. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Griffin, to waive the rules of order to <br />allow Ms. Moore an additional three minutes to speak, and was adopted by <br />unanimous vote. <br /> <br />3. Donna Moore, 723 Douglas Avenue, spoke on the response time of the Police <br /> Department. <br /> <br /> <br />
