September 12, 1989 <br /> <br />573 <br /> <br /> The:initial estimate for the cost or. this phase is $600,000. <br />This is to be shared by those jurisdictions in our area who have <br />expressed an interest in the regional jail concept. Portsmouth's <br />share for this phase amounts to $51,840. Future costs or <br />commitments will be predicated upon the results of phase I and <br />will be presented to the Council for review and consideration whet <br />they are available. In the event that the project is actually- <br />constructed, the cost of this phase will be refunded to the City. <br /> <br /> As I have previously indicated to the City Council~ the <br />regional jail concept is attractive in several aspects. It would <br />provide a cost sharing with other jurisdictions to enable the <br />entire region the ability to maximize the efficient use of our ta~ <br />dollars. It would provide for state participation in the <br />construction costs and would alleviate the growing problem of the <br />City's jail overpopulation. <br /> <br /> Funding for our share of this project is available from the <br />contingency project in the 1988-89 Capital' Improvement Program. <br />therefore recommend that the City Council~favorably consider the <br />appropriation of $51,840 and approve a motion to participate in <br />the phase II study by authorizing the City Manager to execute the <br />~ecessary agreements., <br /> <br /> (a) Motion of Mr. Simpson and seconded by Mr. Hawks, the- <br />fol~owing ordinance was adopted on first reading, and unanlmou.s <br />vote: <br /> <br /> "AN ORDINANCE TO APPROPRIATE $51,840. FROM THE CAPITAL <br />IMPROVEMENT FUND FOR THE PHASE I STUDY FOR TEE REGIONAL JAIL <br />FACILITY." <br /> <br /> (b) Motion of Mr. Simpson and seconded by Mr. Gray, to <br />authorize the City Manager to execute the necessary agreements <br />pertaining to the Regional Jail Facility, and was adopted on firsl <br />and final reading and by the following vote: <br /> <br />Ayes: Barnes, Corprew, Gray, Hawks, Lucas, Simpson, Webb <br />'Nays: None <br /> <br />89-364 Letter from the City Manager recommending adoption of al <br />ordinance to appropriate $76,432 from the General Fund for the <br />purpose of providing four additional Correctional Officers for thc <br />Portsmouth Sheriff's Office as authorized by the State <br />Compensation Board. <br /> <br /> "Recent correspondence received from the State Compensation <br />Board awarded the Sheriff an additional four (4) deputy Sheriff <br />positions. These positions have been provided only on a <br />basis, as the Board has funding approved through the end of the <br />current biennial budget ending on June 30, 1990. However, it is <br />my understanding that the Board will seek to make these permanent <br />in their ne~xt budget submission to the Governor and General <br />Assembly. The employees will be required to sign statements <br />acknowledging that the positions are temporary and subject to <br />availability of future funding. <br /> <br /> The amount of additienal appropriation needed to pay salarie~ <br />and benefits for the 'ten and one-half months remaining in the <br />fiscal year is $76,432. Through this appropriation the Council <br />will provide the Sheriff some relief to the problems associated <br />with the overcrowding in the jail. <br /> <br /> I, therefore, recommend -that the City Council appropriate <br />$76,432 for the addit~ional deputies." <br /> <br /> <br />
