Boone, Grand <br />Potentate, Sakkara Templef for "Turkey Bowl Day." <br /> <br />Presentation of a proclamation to Judy Anderson, <br />Executive Director; Quinton Powellt 1989 Poster Child; <br />and Joyce Powell, mother, for "Sickle Cell Anemia <br />Awareness Month." <br /> <br />Presentation Of a proclamation to Grant Creekmore, <br />Chairmanf Constitution Week Committee, Daughters of the <br /> Constitution Week." <br />American Revolution, for" ' <br /> <br />REPORTS FROM THE CITY MANAGER - <br /> <br />89-363 Letter from the City Manager recommending adoption of <br />the following: <br /> <br /> (a) an ordinance to appropriate $51,840 from the Capital <br />Improvement Fund for the Phase I Study for the Regional Jail <br />Facility. <br /> <br /> (b) A motion to authorize the City Manager to execute the <br />necessary agreements pertaining to the Regional Ja. il Facility. <br /> <br /> "The Southeastern Virginia Planning District Commission <br />(S~PDC) is prepared to request proposals for the phase I study <br />for the Regional Jail Facility. This phase will encompass <br />program planning, site analysis, schematic facility design, cost <br />estimates for both construction and operations as well as <br />complete work for the financing package and legal matters. <br /> <br /> <br />
