September 12, 1989 <br /> <br />579 <br /> <br /> WHEREAS, it is the finding of the City of Portsmouth, <br />Virginia~ that the expansion of the site as proposed by the Army <br />Corps of Engineers would have a potentially severe negative <br />ecological and economic impact on the City of Portsmouth and its <br />neighbors; and <br /> <br /> WHEREAS, the Army Corps of Engineers is preparing to report <br />on the disposal options for the disposal of increased spoil <br />dredge; and <br /> <br /> WHEREAS, the Army Corps of Engineers will solicit <br />the Environmental P ' ~ <br /> rotectlon Agency and state and local <br />governments in the development of the report; and <br /> <br />input from <br /> <br /> WHEREAS, this report will be submitted to the Virginia Port <br />Authority and that the Virginia Port Authority will be the agency <br />responsible for submitting a recommendation to the Governor and <br />the Virginia General Assembly; and <br /> <br /> WHEREAS, such proposal would require the Virginia General <br />Assembly to approve a Bill to transfer underwater land, <br />specifically to convey fee simple title or perpetual easements <br />subaqueous beds of waterways. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that it hereby expresses its continued <br />opposition to the further expansion or prolongation of Craney <br />Island as a disposal area, and that the Virginia Port Authority <br />and the Governor of Virginia is asked to authorize alternatives tc <br />the use of Craney Island as a disposal area for the disposal of <br />increased spoil dredge. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk be, and she hereb' <br />is, directed to forward copies of this Resolution to the Vir( <br />Delegation of the United States Congress, the Governor of <br />Virginia, the Portsmouth Delegation to the General A~sembly of <br />Virginia, the United States ~orps of Engineers, the ¥irginia <br />Council on the Environment, the Virginia Marine Resources <br />Commission,.~the Virginia Pork Authority, the United-States <br />Environmental Protection Agemcy, and to the United States <br />Department of Interior." <br /> <br />Ayes: Barnes, Corprewr Gray, Hawks, Lucas, Simpson, Webb <br />Nays: None <br /> <br />89-371 Letter from the City Manager recommending adoption of a <br />motion to approve and transfer $25,000 from the Grants Contingenc~ <br />Account to support the PARC and HER Shel~ers. <br /> <br /> "I am pleased to inform you that the Department of Housing <br />& Urban Developmen~ has awarded Portsmouth $25,000 through the <br />Emergency Shelter ~rant Program. The funds are targeted to assisi <br />Portsmouth's homeless shelters in providing much needed assistanc~ <br />to the homeless. <br /> <br /> As you are aware, staff has been working very closely with <br />the PARC Place and HER Shelters to identify additional support <br />funds. The Emergency Shelte~ Grant is part of HUD's mandate to <br />localities receiving Emergency Shelter Grant funds to use the <br />money as quickly as possible so that the homeless may benefit. <br />total of $25,000 has been awarded to be equally divided between <br />the PARC Place and ~ER Shelters.
