<br /> "The 1989 General Assembly repealed and re-enacted the
<br />State's Motor Vehicle Code. According to the City Attorney,
<br />the State Motet Vehicle Code was reorganized whic~ resuIted in
<br />a new numbering.%sy~tem. ~ Because Portsmouth City Code
<br />references the State~Moltor ~ekicle~Code; similar~changes are
<br />required in our code. The new Stat~ Code takes effect October
<br />1, 1989.

<br />adoption of a resolution expressing the concerns of the Council
<br />of the City of Portsmouth to the President's Plan to grant
<br />Drug War Funds to the States for distribution to localities and
<br />to require increased local expenditures to finance that plan.

<br /> "Councilman Jack P. Barnes, at your September 12, 1989
<br />Council meeting expressed support of the National League of
<br />Cities' position as it relates to the Federal strategy to
<br />combat and eliminate the sale of drugs. The City Attorney has
<br />drafted the attached resolution which'parallels the position of
<br />the National 'L'eague of Cities an~ the many communities .cross
<br />the country..
