597 <br /> <br />September 26, 1989 <br /> <br /> As indicated in the attached resolution, copies of the same <br />will be forwarded to the Virginia Delegation to the United States <br />Congress, the Portsmouth Delegation to the Virginia General <br />Assembly, the Governor of the Commonwealth of Virginia, the <br />National League of Cities and the Virginia Municipal League. I, <br />therefore, recommend City Council,s approvals" <br /> <br /> Motion of Mrs. Lucas and seconded by Mr. Gray, the following <br />resolution was adopted, and by the following vote: <br /> <br /> "A RESOLUTION EXPRESSING THE CONCERNS OF THE COUNCIL OF THE <br /> CITY OF PORTSMOUTH TO THE PRESIDENT'S PLAN TO GRANT DRUG <br /> FUNDS TO THE STATES FOR DISTRIBUTION TO LOCALITIES AND TO <br /> REQUIRE INCREASED LOCAL EXPENDITURES TO FINANCETHAT PLAN. <br /> <br /> WHEREAS, President George Bush has recently announced a <br />Federal strategy to combat and eliminate.the sale and usage of <br />drugs throughout the nation; and ~ <br /> <br /> WHEREAS, the announced strategy calls ~0r the ~ederal <br />distribution of funds to individual states who will then determin( <br />the timing and amounts of allocation of such funds to local <br />governments; and <br /> <br /> WHEREAS, the announced strategy calls for the funding of the <br />President's program through the reduction of Federal financial <br />assistance to municipalities and by an increase in expenditures <br />municipalities; and <br /> <br /> WHEREAS, the effects stemming from drug~sale and usage in thc <br />City of Portsmouth are serious and immediate and will greatly <br />increase and worsen if needed Federal funds are delayed while the <br />City awaits distribution of Federal funds by the State; and <br /> <br /> WHEREAS, the City of Portsmouth is without the f~nancial <br />resources to replace the proposed cuts in Federal funds for the <br />war on drugs, in that 56% of the City's land is already exempt <br />from taxation. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that it hereby expresses its opposition to <br />any decrease in Federal aid to states and localities in order to <br />fund the proposed war on drugs. <br /> <br /> BE IT FURTHER RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that it expresses its opposition to that <br />portion of the proposed plan that eliminates direct. Federal grant~ <br />to municipalities by the Federal government for drug enforcement. <br /> <br /> BE IT FURTHER RESOLVED that the Council of the City of <br />Portsmouth, Virginia, hereby endorses an increase in Federal <br />funding directly to municipalities as well as to states, to comba~ <br />the sale and usage of drugs. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk be, and she <br />is, directed to forward copies of this resolution to the Virl <br />Delegation to the United States Congress, the Portsmouth <br />Delegation to the Virginia General Assembly, the Governor of <br />Commonwealth of Virginia, National League of Cities, and the <br />Virginia Municipal League." <br /> <br />the <br /> <br />Ayes: Barnes, Corprew, Gray, Hawks, Lucas, Simpson, Webb <br />Nays: None <br /> <br /> <br />
