<br />January 26. 2010 <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />10 - 45 - Adoption of an ordinance accepting a grant in the amount of $303,750 from <br />the U. S. Department of Homeland Security through the Virginia Department of <br />Emergency Management and appropriating the sum of $405,000 in the FY 2009-2010 <br />Grants Fund for use by the Portsmouth Police Department to purchase equipment. <br />Vision Principles: World Class Maritime Center and Bold New Directions. <br /> <br />Background: <br />. The Portsmouth Police Department has received grant funding of $303,750 from <br />the Department of Homeland Security though the Virginia Department of Emergency <br />Management to provide funds to purchase equipment for Portsmouth Police. This grant <br />requires a 25% cash match of $101,250 for a total amount of $405,000. <br />. Since estimated revenue in the FY 2009-2010 Grants Fund is increased by <br />$405,000, that amount will be appropriated in the FY 2009-2010 Grants Fund. <br /> <br />Discussion: <br />. The Hampton Roads Area Maritime Security Plan (AMSP) as well as the National <br />Strategy for Maritime Security (NSMS) mandates a layered security and defense built <br />around effective maritime domain awareness (MDA), efficient command and control <br />environment, and robust and effective all-weather/nighttime enhanced operational <br />capabilities. In addition the Investment addresses specifically, the nexus for regional <br />Maritime Domain response methodology and mission specific assets to be employed <br />inherent with threat detection command and control utilizing surveillance van to conduct <br />covert surveillance operations. <br /> <br />Financial Impact: <br />. This grant requires a 25% cash match of $101,250 by the City of Portsmouth, <br />which will be provided from the Asset Forfeiture/Police State Seizures account in the FY <br />2009-2010 Donations Fund. <br /> <br />Staff Recommends: <br />. Adoption of an Ordinance to appropriate a $405,000.00 grant from the U. S. <br />Department of Homeland Security through the Virginia Department of Emergency <br />Management to the Portsmouth Police Department to provide funds for acquisition of <br />equipment for Portsmouth Police Department. Vision Principles: World Class Maritime <br />Center, and Bold New Directions. <br /> <br />Next Steps Following Council Action: <br />. The Chief of Police or his designee will provide grant management and oversight. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $303,750 FROM THE U. <br />S. DEPARTMENT OF HOMELAND SECURITY THROUGH THE VIRGINIA <br />DEPARTMENT OF EMERGENCY MANAGEMENT AND APPROPRIATING THE SUM <br />OF $405,000 IN THE FY 2009-2010 GRANTS FUND FOR USE BY THE <br />PORTSMOUTH POLICE DEPARTMENT TO PURCHASE EQUIPMENT." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />10 - 46 - Boards and Commissions <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psi mas, to close nominations, and <br />the above nominations were adopted by the following vote: <br />
