<br />January 26. 2010 <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />10 - 43 - Adoption of an ordinance amending the FY 2009-2010 Capital Improvements <br />Program by establishing a new project #91310 (James Hurst Elementary School <br />gymnasium) and appropriating the sum of $74,847.34 in the 2009-2010 Capital <br />Improvements Fund from the General Fund Undesignated, Unrestricted Fund Balance. <br />Vision Principle: Lifelong Learning Community. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Smith, to defer consideration of <br />Item 10-43 to the February 23, 2010 City Council Meeting, and was adopted by the <br />following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />10 - 44 - Adoption of an ordinance accepting the sum of $32,406 in Juvenile <br />Accountability Block Grant Funds from the Virginia Department of Criminal Justice <br />Services and appropriating $36,007 in the FY 2009-2010 Grants Fund to support the <br />Violation Intervention Program. Vision Principle: Thriving Neighborhoods and a Sense <br />of Community. <br /> <br />Background: <br />. The Department of Criminal Justice Services has made available $32,406 in <br />federal funds to support the above-mentioned program locally. <br />. The Juvenile Accountability Block Grant Program allows the Community Criminal <br />Justice Board to identify and fund services for juvenile offenders under the court's <br />supervision in Portsmouth. <br />. The Program places youth on intensive supervision with the aide of electronic <br />monitoring for a period of 30 days. <br />. The program has been continually funded for 11 years. <br /> <br />Discussion: <br />. There is a $3,601 local match required that is being provided from the FY10 <br />budgeted Juvenile Court Service Outreach funds. <br /> <br />Financial Impact: <br />. The additional funds will help to increase the level of services being delivered <br />with minimal financial impact. <br /> <br />Recommended Action: <br />. Adoption of an ordinance to approve the appropriation of $36,007 in Juvenile <br />Accountability Block Grant funds to be used for the Violation Intervention Program. <br />Vision Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. The Project Director will ensure the funds are utilized in an appropriate manner <br />and services are rendered to youth as stated. <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING THE SUM OF $32,406 IN JUVENILE ACCOUNTABILITY <br />BLOCK GRANT FUNDS FROM THE VIRGINIA DEPARTMENT OF CRIMINAL <br />JUSTICE SERVICES AND APPROPRIATING $36,001 IN THE FY 2009-2010 <br />GRANTS FUND TO SUPPORT THE VIOLATION INTERVENTION PROGRAM." <br />
