Harvey to be appointed to fill a four year term ending December 31, 2013. <br /> <br />Ayes: Heretick, Moody, Psimas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />10 - 47 - Items Submitted by Council Members <br /> <br />~ Mr. Smith informed citizens and City Council of the High Speed Rail Environmental <br />Impact Study being conducted at the Half Moon Cruise Terminal by the Department <br />of Rail and Public Transit, 5:30 p.m., Thursday, January 28, 2010 and asked that <br />citizens come out in support of high speed rail. <br /> <br />~ Mr. Smith, informed citizens and City Council, as a member of the Hampton Roads <br />Transportation Planning Organization (HRTPO) approved $10 million worth of <br />funding for the City of Portsmouth through the Congestion Mitigation and Air Quality <br />Program. <br /> <br />~ Mr. Moody asked that City Manager Kenneth Chandler contact New York Life to ask <br />that statements continue to be mailed to retirees. <br /> <br />. City Manager Chandler informed Mr. Moody and City Council that contact had been <br />made with New York Life to come up with a solution for the retirees in Portsmouth. <br /> <br />~ Mr. Moody asked that the current Tax Freeze/Abatement Renewal Process be <br />modified which would not require senior citizens to renew every year if their financial <br />situations have not changed. <br /> <br />10 - 48 - Report on Pending Items <br /> <br />. Bernadette Hogge, City Ombudsman, gave an update on items of concern <br />presented by citizens at the January 12, 2010 City Council Meeting. <br /> <br />10 - 49 - Non-Agenda Speakers <br /> <br />1. Joseph Holt, 5801 Bertrand Street, voiced his concern with the poor drainage in <br />Ebony Heights. <br /> <br />2. Fred Sanborn, 220 North Street, voiced his concern with the lack of sidewalk on the <br />southside of Crawford Parkway and the poor drainage in Olde Towne. <br /> <br />3. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, asked that City Council be <br />proactive in voicing opposition to the General Assembly with regards to discussions <br />that are taking place between APM Terminals and the Virginia International <br />Terminals Management which could lead to a business agreement taking APM <br />Terminals off the tax rolls. <br /> <br />On motion, meeting adjourned at 8:29 p.m. <br /> <br />Minutes prepared by: <br /> <br /> <br />Anita Y.
