<br />At a Regular Meeting of the City Council on Tuesday, January 12, 2010, there
<br />were present:
<br />
<br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst,
<br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith,
<br />City Manager Kenneth L. Chandler, Senior Deputy City Attorney George M. Willson.
<br />
<br />Pastor Martha Goodman, opened the meeting with prayer, which was followed by
<br />the Pledge of Allegiance to the Flag by Girl Scout Troop 5121.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Mr. Whitehurst, and seconded by Mr. Smith, to approve the minutes of
<br />a Called Meeting of December 7, 2009, of a Called Meeting of December 8, 2009, and
<br />of a Regular Meeting of December 8, 2009, and was adopted by the following vote:
<br />
<br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley
<br />Nays: None
<br />
<br />10 - 12 - Presentation:
<br />
<br />. Presentation to the City of Portsmouth by Tom Swanson, Executive Director,
<br />Chesapeake Service Systems.
<br />
<br />10 - 13 - Motion to appoint Wendy Ford as Senior Deputy City Clerk.
<br />
<br />Motion by Mr. Moody, and seconded by Ms. Psimas, to appoint Wendy Ford as
<br />Senior Deputy City Clerk, and was adopted by the following vote:
<br />
<br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley
<br />Nays: None

<br />Public hearing on the proposed adoption by the City Council of an
<br />ordinance to authorize the City to contract a debt and issue general
<br />obligation public utility bonds (the "Bonds") of the City, or notes in
<br />anticipation thereof, in a principal amount not to exceed $30,000,000 to
<br />finance the costs of the planning, design, acquisition, construction, and
<br />equipping of various water and sewer projects of the City and the costs of
<br />issuing the Bonds.
<br />
<br />1. Pat Simons, 801 Mimosa Road, spoke in support of this item but had concerns that
<br />many citizens would not be able to bear the burden of additional expenses.
<br />
<br />2. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, spoke in support of this item but
<br />had concerns with regards to using the water system to generate general fund
<br />revenue.
<br />
<br />10 - 15 - Public hearing on use permit, comprehensive plan and code amendment
<br />applications:
<br />
<br />(a) UP-09-16
<br />
<br />CRADOCK NEIGHBORHOOD - Catherine Staff requests a use
<br />permit for a restaurant serving alcoholic beverages at 4640/4644
<br />George Washington Highway, Suites A and B. The Comprehensive
<br />Plan Future Land Use Map denotes the property to be a community
<br />activity center. Vision Principle: A Robust and Prospering
<br />Economy.
