<br />November 24. 2009 <br /> <br />WHEREAS, under customary procedures for allocations of this type, PORTCO is <br />the first priority organization to be awarded the Allocation, and <br /> <br />WHEREAS, PORTCO has through its extensive performance history over the <br />past eighteen years demonstrated its ability to perform high level cleaning at prestigious <br />government properties properly and efficiently and has in fact already been performing <br />a portion of the Allocation for over seven years and has thereby established effective <br />working relationships with the incumbent project manager and associates <br /> <br />WHEREAS, consideration is now being given to award the Allocation to an out- <br />of-state company that would manage the Allocation from a distant location and then <br />subcontract with some other unknown and unproven entity or entities for performance of <br />the services, and <br /> <br />WHEREAS, PORTCO's entire management and executive staff are located in <br />the immediate proximity of NMCP, thus assuring direct oversight, responsiveness, <br />communication, and accountability for the services to be provided, and <br /> <br />WHEREAS, because the work to be performed is to be local, the Allocation <br />should be made to a local entity, and <br /> <br />WHEREAS, the Allocation is to be made by NISH, the Central Non-Profit Agency <br />charged with the project, and NISH has already acknowledged that PORTCO <br />presented this specific opportunity to NISH and that Portco was the lead agency in <br />identifying and advancing the opportunity, in compliance with essential criteria for <br />allocation, and <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia: <br /> <br />1. That the City of Portsmouth hereby expresses its support for award of the <br />Allocation to PORTCO instead of an out-of-community, out-of-state organization. <br /> <br />2. That award of the Allocation to PORTCO would be in the best interests of <br />NMCP, NISH, and the public. <br /> <br />3. The City Clerk shall cause this resolution to be transmitted to appropriate <br />governmental authorities and also to members of Portsmouth's Congressional <br />delegation." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 597 - Adoption of a resolution confirming a Declaration of Emergency made by <br />the City Manager on November 12, 2009 in connection with an extreme weather <br />condition. Vision Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. On November 11, 2009, the Governor Declared a State of Emergency <br />authorizing the use of State resources by localities for the protection of residents. <br />. On November 12, 2009, the City's Emergency Management Team convened to <br />discuss the impact of the impending storm. After discussion, the decision was made to <br />utilize all city resources for citizen protection. A local declaration was declared by the <br />Director of Emergency Management and the City's Emergency Operations Plan was <br />implemented. <br />. The City's Emergency Operations Plan requires a local declaration be confirmed <br />by the entire City Council within 14 days. <br />
