PORTCO has demonstrated the ability to administer allocations of this type in an <br />honest, capable, and efficient manner over its many years of operation, and PORTCO <br />identified, presented, and advanced this opportunity to the awarding agency. <br />. Consideration is now being given to awarding the allocation to an out-of-state <br />organization that would subcontract with an unknown organization or organizations to <br />administer the needed services. <br />. Awarding the allocation to PORTCO would be in the best interest of all <br />concerned, including disabled citizens of the Hampton Roads Region. This resolution <br />expresses the support of the City for doing so. <br /> <br />Financial Impact: <br />. There will be no direct financial impact on the City's budget, but there will be a <br />very substantial positive financial impact on many citizens in the community, particularly <br />including persons with disabilities. <br /> <br />Recommended Action: <br />. Adoption of the resolution IS recommended. Vision Principle: Bold New <br />Directions. <br /> <br />Next Steps Following Council Action: <br />. Copy of resolution to be provided to all appropriate federal agencies and to <br />members of the Portsmouth congressional delegation. <br />. City staff to provide reasonable additional cooperation and assistance, as <br />needed and requested by PORTCO. <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Psi mas, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION CONCERNING PORTCO AND AN ALLOCATION TO PROVIDE <br />CERTAIN SERVICES TO THE NAVAL MEDICAL CENTER, PORTSMOUTH, <br />VIRGINIA. <br /> <br />WHEREAS, PORTCO, Inc. ("PORTCO") is a nonprofit organization that has <br />since 1991 provided extensive assistance and employment to persons with disabilities <br />throughout the Hampton Roads region, part of which assistance has entailed a <br />sheltered workshop for mentally disabled adults; and <br /> <br />WHEREAS, PORTCO has been recognized for its service by numerous regional <br />awards including the Usdane Award, and it is fully accredited by the Council for <br />Accreditation of Rehabilitative Facilities; and <br /> <br />WHEREAS, PORTCO has provided services successfully and efficiently to <br />numerous state, federal, and local government agencies over the years, including the <br />Naval Medical Center Portsmouth, Virginia ("NMCP"), and <br /> <br />WHEREAS, PORTCO has contributed immeasurably to the dignity of many <br />disabled citizens throughout the region by providing meaningful, quality, and sustained <br />employment for disabled citizens, and <br /> <br />WHEREAS, PORTCO has over the years demonstrated stability, efficiency, <br />sound management, and competent financial administration in the implementation of <br />numerous government allocations, contracts, and grants; and <br /> <br />WHEREAS, PORTCO has identified an allocation for Combined Facilities <br />Management Housekeeping Executive Services for NMCP (the "Allocation") and is <br />seeking the award of same, and <br /> <br />WHEREAS, the Allocation will provide approximately 200 employment positions <br />within the community, including at least 100 to 150 jobs for persons with disabilities, and <br />
