<br />November 24. 2009 <br /> <br />2. That to this end, the City Manager shall prepare for City Council's <br />consideration revised processes for economic development, to include regulatory <br />reform for the purpose of expedited approval of development projects while not <br />compromising public safety and community quality, assessment and training of key <br />internal leadership and staff, and enhanced participation in state trade missions. <br /> <br />3. That City Council shall review its affiliated agencies that deal with <br />economic development, namely the Portsmouth Economic Development Authority, the <br />Portsmouth Port and Industrial Commission, the Portsmouth Planning Commission, and <br />the Portsmouth Redevelopment and Housing Authority, to ensure that appointees have <br />the appropriate qualifications and skill sets such as (without limitation) finance, <br />development, engineering, land planning, and knowledge of Portsmouth and support for <br />its goals, that there be adequate continuity of leadership in each agency, and that each <br />agency be given appropriate goals and policy guidance from City Council. <br /> <br />4. That the City shall seek to develop relationships with those citizens and <br />organizations with historic ties to Portsmouth, including real estate developers and <br />corporate executives with Portsmouth roots, and also alumni of the Lefcoe Leadership <br />Program; it shall seek to realize the tremendous potential for workforce development <br />that will result from the new Tidewater Community College Portsmouth Campus; and it <br />shall engage in a methodical and thorough program to inform potential developers of <br />the numerous development incentives that are uniquely available in Portsmouth. <br /> <br />5. That during this period of economic slowdown, the City shall prepare for <br />the inevitable upturn in the economy by identifying key development sites that it already <br />owns or controls, and also key privately owned development sites whose owners are <br />amenable to working with the City, and having them made "shovel ready" for future <br />development with regard to such items as zoning, public utilities, road access, clear title, <br />master planning, and environmental condition. <br /> <br />6. In pursuing the goals of this resolution, the City shall consider and <br />evaluate all relevant development processes, including competitive awards, sole source <br />contracts, and the Virginia Public-Private Education Facilities and Infrastructure Act of <br />2002 as set forth in Section 56-575.1 et seq. of the Code of Virginia, and it shall <br />exercise thorough financial prudence and due diligence in all ways. <br /> <br />7. The City Manager shall prepare an action and implementation plan for all <br />matters encompassed in this resolution. There shall be semi-annual meetings at which <br />City Council will revisit these goals and action items, determine status, and make any <br />necessary adjustments. <br /> <br />8. Vision Principle: <br />Bold New Directions. <br /> <br />Background: <br />. The federal government is considering an allocation for certain services at Naval <br />Medical Center Portsmouth, Virginia, with the services to be provided by a nonprofit <br />organization that assists persons with disabilities. PORTCO, Inc., ("PORTCO") a long- <br />established nonprofit organization that provides employment and assistance for adults <br />with disabilities, is seeking the allocation. <br />
