<br />November 10. 2009 <br /> <br />'" Mr. Smith, with regards to Item 09-571, asked that the City Manager look into <br />whether or not it would be feasible to include infrastructure improvements to the foot <br />of Dinwiddie, work on Crawford Parkway and changes in height of the seawall as <br />part of the repairs to the Elizabeth River seawall. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Smith, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION AUTHORIZING THE CITY MANAGER TO SIGN A MEMORANDUM <br />OF AGREEMENT REGARDING THE HAMPTON ROADS REGIONAL FATS, OIL, <br />AND GREASE (FOG) ABATEMENT PROGRAM. <br /> <br />WHEREAS, the control of Fats, Oil and Grease (FOG) is a regional effort in <br />response to EPA enforcement priorities and is included as a special order in the <br />regional consent order with the Virginia Department of Environmental Quality.; and <br /> <br />WHEREAS, the Hampton Roads Planning District Commission has <br />recommended the execution of a Memorandum of Agreement by its member localities <br />as a first phase of Hampton Roads Regional Fats, Oil, and Grease (FOG) Abatement <br />Program; and <br /> <br />WHEREAS, City staff has also recommended execution of such an agreement. <br /> <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that it hereby authorizes the City Manager to execute a regional Memorandum <br />of Agreement concerning the Hampton Roads Regional Fats, Oil, and Grease (FOG) <br />Abatement Program." <br /> <br />Ayes: Heretick, Moody, Psi mas, Smith, Holley <br />Nays: None <br /> <br />09 - 573 - Adoption of a resolution authorizing the City Manager to enter into a mutual <br />aid agreement with the City of Hampton for fire fighting and emergency medical <br />services. Vision Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The City has been operating under an informal mutual aid agreement for some <br />time. The purpose of this process is to formalize the agreement between the two <br />parties. <br /> <br />Discussion: <br />. A mutual aid agreement has been written, submitted and approved by the City <br />Attorney's Office. Copies of the agreement have also been submitted to the City <br />Manager's Office for review. <br />. This agreement will provide a means by sharing resources. Agreements like <br />these are recommended under the National Incident Management System (NIMS). <br /> <br />Financial Impact: <br />. There is no financial impact to the City of Portsmouth. <br /> <br />Staff Recommends: <br />. Adoption of a proposed resolution. Vision Principle: Thriving Neighborhoods <br />and a Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. City Manager signs agreement. <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Psi mas, to adopt the following <br />resolution, and was adopted by the following vote: <br />
