<br />November 10. 2009 <br /> <br />Financial Impact: <br />. Reallocation of funds from the Holiday Inn site capital project assumes that <br />additional funding will not be needed for this development project before the next <br />biennium (FY12/FY13). However, if the Holiday Inn Project costs remain the same at <br />the point in the future when the project re-starts, Council may need to make a <br />supplemental appropriation or supplemental approval of the $1.25M to this project at <br />that time. <br /> <br />Recommended Action: <br />. Approval of an Ordinance to reallocate $1.25 million Holiday Inn Site <br />Redevelopment CIP Project (#13009) to the Seawall Reinforcement Project (# 18307) <br />to fund emergency repairs to the waterfront seawall. Vision Principle: Bold New <br />Directions. <br /> <br />Next Steps Following Council Action: <br />. Completion of the required design plans, followed by construction of repairs as <br />soon as possible. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO REALLOCATE WITHIN THE FY 2009-2010 CAPITAL <br />IMPROVEMENTS FUND THE SUM OF $1.25 MILLION FROM THE HOLIDAY INN <br />SITE REDEVELOPMENT PROJECT (#13009) TO THE SEAWALL REINFORCEMENT <br />PROJECT (#18307) TO FUND EMERGENCY REPAIRS TO THE ELIZABETH RIVER <br />SEAWALL." <br /> <br />Ayes: Heretick, Moody, Psi mas, Smith, Holley <br />Nays: None <br /> <br />09 - 572 - Adoption of a resolution authorizing the City Manager to sign a Memorandum <br />of Agreement regarding the Hampton Roads Regional Fats, Oil, and Grease (FOG) <br />Abatement Program. Vision Principle: Bold New Directions. <br /> <br />Background: <br />. The control of Fats, Oil and Grease (FOG) is a regional effort in response to EPA <br />enforcement priorities and included as a special order in the regional consent order with <br />DEQ. <br /> <br />Discussion: <br />. Council was briefed at the council meeting of October 27, 2009 on the Regional <br />FOG program by a representative of the Hampton Roads Planning District Commission. <br />. The recommended action was the signing of the attached Memorandum of <br />Agreement as a first phase of the program. The eventual outcome would be the <br />adoption of an ordinance. <br /> <br />Financial Impact: <br />. The eventual FOG program will result in an increase in operating costs to the <br />City of Portsmouth although the total impact is unknown at this point in time. <br /> <br />Recommended Action: <br />. Adoption of a resolution authorizing the City Manager to sign a Memorandum of <br />Agreement regarding the Hampton Roads Regional FOG Abatement Program. Vision <br />Principle: Bold New Directions. <br /> <br />Next Steps: <br />. Submit the Project Programming Resolution and the completed Standard Project <br />Administration Agreement to VDOT for execution. <br />
