<br />November 10. 2009 <br /> <br />09 - 570 - Adoption of an ordinance accepting a grant in the amount of $10,080 from the <br />Virginia Department of Health and appropriating said amount in the FY 2009-2010 <br />Grants Fund for the purchase of surgical masks to be used during a declared pandemic <br />event. Vision Principle: Bold New Directions. <br /> <br />Background: <br />. This funding is being awarded for the purchase of surgical masks to be used <br />during a declared pandemic (i.e. Swine-origin Influenza-A (H1 N1) Virus Infection) event <br />and receive reimbursement for the purchase of this equipment. <br />. It is estimated that an estimated 16,000 masks will be purchased to protect <br />medical first responders. <br /> <br />Discussion: <br />. As we enter Flu Season, much discussion has centered on the potential for a <br />Pandemic outbreak. The purchase of surgical mask for first responders will increase <br />the city's readiness in preparing for this potential. <br /> <br />Financial Impact: <br />. No local cash match is required. <br /> <br />Staff Recommends: <br />. Adoption of proposed ordinance. Vision Principle: Bold New Directions. <br /> <br />Next Steps Following Council Action: <br />. Purchase and stock a supply of surgical masks for Pandemic Readiness. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $10,080 FROM THE <br />VIRGINIA DEPARTMENT OF HEALTH AND APPROPRIATING SAID AMOUNT IN <br />THE FY 2009-2010 GRANTS FUND FOR THE PURCHASE OF SURGICAL MASKS <br />TO BE USED DURING A DECLARED PANDEMIC EVENT." <br /> <br />Ayes: Heretick, Moody, Psi mas, Smith, Holley <br />Nays: None <br /> <br />09 - 571 - Adoption of an ordinance to reallocate within the FY 2009-2010 Capital <br />Improvements Fund the sum of $1.25 million from the Holiday Inn Site Redevelopment <br />Project (#13009) to the Seawall Reinforcement Project (#18307) to fund emergency <br />repairs to the Elizabeth River Seawall. Vision Principle: Bold New Directions. <br /> <br />Background: <br />. Following heavy rains in mid August it was reported that large cave-ins had <br />occurred behind the seawall in front of Admiral's Landing. <br />. Upon further investigation it was determined that a major failure had occurred to <br />the supporting structure of the seawall in a section of approximately 120 feet in length. <br />. A brief presentation was made to City Council during its Public Work Session on <br />October 27, 2009 that clearly depicted the nature and degree of the seawall failure. <br /> <br />Discussion: <br />. Significant movement has occurred in this section of the seawall, therefore it is <br />recommended that emergency repairs to the seawall be made as soon as possible to <br />prevent further failure, a potential life-safety hazard. <br />. Design plans for the necessary repairs are in progress. <br />. The Holiday Inn Site Redevelopment Project has a FY10 appropriation of <br />$4,325,000 and $2,825,000 is approved for FY11. Council agreed to the developer's <br />request to delay starting the Holiday Inn Redevelopment project. <br />. Reallocation of $1.25M from the Holiday Inn project to the Seawall <br />Reinforcement project will not increase the total five-year CIP at this time. <br />
