<br />November 10. 2009 <br /> <br />"ORDINANCE TO AMEND CHAPTER 22 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (2006), BY ADOPTING A NEW SECTION 22-702.1 <br />PERTAINING TO PEDESTRIANS IN CERTAIN STREETS." <br /> <br />Ayes: Heretick, Moody, Psi mas, Smith, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />09 - 569 - Adoption of an ordinance to appropriate in the FY 2009-2010 Behavioral <br />Healthcare Services Fund the sum of $1000 allocated by the Virginia Department of <br />Behavioral Health and Developmental Services to the Portsmouth Department of <br />Behavioral Healthcare Services to be used for individuals with intellectual disabilities <br />selected to receive a Medicaid Home and Community Based Waiver Slot. Vision <br />Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. DBHDS is allocating $1,000.00 for individuals with intellectual disabilities <br />selected to receive a Medicaid Home and Community Based Waiver Slot to assist with <br />the individual's transition into day support services. <br />. Medicaid Home and Community Based Intellectual Disability Waiver Slots are <br />given to community service boards for use in funding a variety of services individuals <br />with intellectual disability may need in the community to avoid institutionalization. Day <br />Support Start-Up funds are used to purchase one-time only items to help the individual <br />successfully participate in the program. DBHDS is committed to providing funds andlor <br />services that will increase individuals' ability to utilize community based services. <br /> <br />Discussion: <br />. DBHDS will issue payment of $1,000.00 to the Department of Behavioral <br />Healthcare Services for Medicaid Home and Community Based Intellectual Disability <br />Waiver Slots. <br /> <br />Financial Impact: <br />. Estimated Revenue and Appropriation in the FY2009-201 0 Behavioral <br />Healthcare Fund Budget will be increased by $1,000. <br />. No local match funding is required. <br /> <br />Staff Recommends: <br />. Adoption of an ordinance. Vision Principle: Thriving Neighborhoods and a Sense <br />of Community. <br /> <br />Next Steps Following Council Action: <br />. The Director will ensure that the budget action required to increase the total <br />appropriations and estimated revenues in the Behavioral Healthcare Services by $1,000 <br />is processed immediately upon adoption of the ordinance. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE IN THE FY 2009-2010 BEHAVIORAL <br />HEAL THCARE SERVICES FUND THE SUM OF $1000 ALLOCATED BY THE <br />VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL <br />SERVICES TO THE PORTSMOUTH DEPARTMENT OF BEHAVIORAL <br />HEAL THCARE SERVICES TO BE USED FOR INDIVIDUALS WITH INTELLECTUAL <br />DISABILITIES SELECTED TO RECEIVE A MEDICAID HOME AND COMMUNITY <br />BASED WAIVER SLOT." <br /> <br />Ayes: Heretick, Moody, Psi mas, Smith, Holley <br />Nays: None <br />
