<br />October 27. 2009 <br /> <br />"ORDINANCE APPROPRIATING $1,300,000 IN THE FY 2009-2010 BEHAVIORAL <br />HEAL THCARE SERVICES FUND TO PURCHASE AN ELECTRONIC HEALTH <br />RECORD SYSTEM." <br /> <br />Ayes: Moody, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 540 - Adoption of an ordinance authorizing the issuance and sale of not to exceed <br />$5,000,000 aggregate principal amount of General Obligation Bonds in connection with <br />the Prentis Park Waterline Replacement Project. Vision Principle: Thriving <br />Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. On October 13, 2009, City Council held a public hearing pertaining to the <br />"Project" (Item 09-508), appropriated $4,808,250 to the Economic Stimulus Fund <br />pertaining to the "Project" (Item 09-514), and authorized the City Manager to execute <br />the loan agreement with VRA pertaining to the "Project" (Item 09-516). <br />. A final aspect of, and in conjunction with, the approvals granted on October 13, <br />2009, adoption of the ordinance authorizing issuance of up to $5 million GO bond is <br />required. <br /> <br />Discussion: <br />. The City applied for and received an allocation of Economic Stimulus funding <br />from the Virginia Department of Health for the purpose of replacing aged water main <br />infrastructure in Prentis Park, the "Project." <br />. Fifty percent of the funds received from the Virginia Department of Health will be <br />in the form of loan forgiveness and 50% will be at zero percent interest. <br /> <br />Financial Impact: <br />. This ordinance is a companion to the previously appropriated $4,808,250 and is <br />not an additional appropriation. <br /> <br />Recommended Action: <br />. Adoption of the ordinance to authorize issuance of up to $5 million of GO bonds <br />for the "Project", further ratifying actions taken by City Council on October 12, 2009. <br />Vision Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PORTSMOUTH, VIRGINIA <br />AUTHORIZING THE ISSUANCE AND SALE OF NOT TO EXCEED $5,000,000 <br />AGGREGATE PRINCIPAL AMOUNT OF GENERAL OBLIGATION BONDS IN <br />CONNECTION WITH THE PRENTIS PARK WATERLINE REPLACEMENT <br />PROJECT." <br /> <br />Ayes: Moody, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 541 - Adoption of an ordinance appropriating in the FY 2009-2010 Capital <br />Improvements Fund the sum of $300,000 received from the Virginia Department of <br />Transportation Highway Safety Improvements Program to replace the traffic signal <br />system at High and Court Streets. Vision Principle: Bold New Directions. <br /> <br />Background: <br />. The Engineering Department applied for and received a grant of $300,000 <br />through the Hampton Roads Planning District Commission for Highway Safety <br />Improvement Program (HSIP) funds to replace the traffic signal system at High and <br />Court Streets. <br />
