October 27. 2009 "ORDINANCE APPROPRIATING $1,300,000 IN THE FY 2009-2010 BEHAVIORAL HEAL THCARE SERVICES FUND TO PURCHASE AN ELECTRONIC HEALTH RECORD SYSTEM." Ayes: Moody, Randall, Smith, Whitehurst, Holley Nays: None 09 - 540 - Adoption of an ordinance authorizing the issuance and sale of not to exceed $5,000,000 aggregate principal amount of General Obligation Bonds in connection with the Prentis Park Waterline Replacement Project. On October 13, 2009, City Council held a public hearing pertaining to the "Project" (Item 09-508), appropriated $4,808,250 to the Economic Stimulus Fund pertaining to the "Project" (Item 09-514), and authorized the City Manager to execute the loan agreement with VRA pertaining to the "Project" (Item 09-516). . A final aspect of, and in conjunction with, the approvals granted on October 13, 2009, adoption of the ordinance authorizing issuance of up to $5 million GO bond is required. Discussion: . The City applied for and received an allocation of Economic Stimulus funding from the Virginia Department of Health for the purpose of replacing aged water main infrastructure in Prentis Park, the "Project." . Fifty percent of the funds received from the Virginia Department of Health will be in the form of loan forgiveness and 50% will be at zero percent interest. Financial Impact: . This ordinance is a companion to the previously appropriated $4,808,250 and is not an additional appropriation. Recommended Action: . Adoption of the ordinance to authorize issuance of up to $5 million of GO bonds for the "Project", further ratifying actions taken by City Council on October 12, 2009. Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PORTSMOUTH, VIRGINIA AUTHORIZING THE ISSUANCE AND SALE OF NOT TO EXCEED $5,000,000 AGGREGATE PRINCIPAL AMOUNT OF GENERAL OBLIGATION BONDS IN CONNECTION WITH THE PRENTIS PARK WATERLINE REPLACEMENT PROJECT." Ayes: Moody, Randall, Smith, Whitehurst, Holley Nays: None 09 - 541 - Adoption of an ordinance appropriating in the FY 2009-2010 Capital Improvements Fund the sum of $300,000 received from the Virginia Department of Transportation Highway Safety Improvements Program to replace the traffic signal system at High and Court Streets. The Engineering Department applied for and received a grant of $300,000 through the Hampton Roads Planning District Commission for Highway Safety Improvement Program (HSIP) funds to replace the traffic signal system at High and Court Streets.
