<br />October 27. 2009 <br /> <br />Next Steps Following Council Action: <br />. If the requested appropriation is approved, the Director of DBHS will ensure <br />funds are properly dispersed and are used to fund up to $4,500 of the cost to obtain <br />guardianship for each individual. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE APPROPRIATING $4,500 IN THE FY 2009-2010 BEHAVIORAL <br />HEAL THCARE SERVICES FUND TO FUND A PORTION OF THE COST OF <br />OBTAINING GUARDIANSHIP OF SIX INDIVIDUALS DIAGNOSED WITH <br />INTELLECTUAL DISABILITIES." <br /> <br />Ayes: Moody, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 539 - Adoption of an ordinance appropriating $1,300,000 in the FY 2009-2010 <br />Behavioral Healthcare Services Fund to purchase an electronic health record system. <br />Vision Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. In 2004, President Bush issued Executive Order (EO) 13335 "to provide <br />leadership for the development and nationwide implementation of an interoperable <br />health information technology infrastructure to improve the quality and efficiency of <br />health care." The Executive Order established the Office of the National Coordinator of <br />Health Information Technology (ONC) and led to the development and implementation <br />of a strategic plan for establishing this technology infrastructure. The time frame of the <br />plan is 2008-2012. <br />. In response to Executive Order 13335, the Virginia Department of Behavioral <br />Health and Developmental Services (DBHDS) Consumer Record Workgroup developed <br />a strategic plan for implementation of the Electronic Health Record systems among <br />Community Services Boards, state facilities, other health care providers, consumers <br />and family members. The goal of achieving implementation of a partnership health <br />information exchange (HIE) network is June 30, 2012. <br /> <br />Discussion: <br />. In order to comply with federal and state timelines for the implementation of an <br />Electronic Health Record (EHR) system by 2012, DBHS has collaborated with the <br />Portsmouth Information Technology and Finance Departments in the development of <br />Request for Proposals (RFP) to identify a potential provider of an appropriate Electronic <br />Health Record system. <br />. Since the cost of an EHR system is not known, DBHS is requesting appropriation <br />of up to $1.3 million of its fund balance. <br />. The BHS fund balance comprises accumulated earned fee revenue through the <br />provision of behavioral health care services and unspent funds received from DBHDS. <br /> <br />Financial Impact: <br />. No local match funding is required. <br /> <br />Recommended Action: <br />. Adoption of a ordinance. Vision principle: Thriving Neighborhoods and a Sense <br />of Community. <br /> <br />Next Steps Following Council Action: <br />.
