To clarify the existing code and to remove the barrier, staff recommends adding <br />new language to the code which reads that no such abatement shall be applicable to <br />that portion of the rehabilitated or replaced real estate in excess of a 15% increase in <br />square footage. <br />. The clarified code language would then allow for such projects to qualify for the <br />program, but would ensure the abatement would not apply to any increases in square <br />footage greater then a 15% increase of the rehabilitated or replaced real estate. Any <br />amount over this threshold would be subject to full real estate taxation. <br /> <br />Financial Impact: <br />. This is not a material change to the program and there will be no material loss of <br />revenue. The ordinance is anticipated to stimulate additional investment in the <br />renovation and replacement of older structures, resulting in a long-term increase in <br />assessed values and real estate tax revenues. The amount of said additional revenues <br />cannot be determined at this time. <br /> <br />Recommended Action: <br />. Adoption of the ordinance. Vision Principle: <br />Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The Department of Behavioral Health and Developmental Services (DBHDS) will <br />pay up to $750 per individual to fund a portion of the cost incurred to obtain <br />guardianship. <br /> <br />Discussion: <br />. DBHDS is committed to providing funds and/or services that will increase <br />individuals' ability to reside in the community and/or increase their ability to be <br />discharged from institutions and into community placements. <br />. Individuals with Intellectual Disability who are deemed incompetent to make <br />healthcare decisions and are at risk of institutionalization require guardianship relative <br />to their healthcare needs. <br /> <br />Financial Impact: <br />.
