<br />October 13. 2009 <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 512 - Adoption of an ordinance to amend Chapter 22 of the Code of the City of <br />Portsmouth, Virginia (2006) by amending Section 22-294 thereof to restrict truck traffic <br />on Lincoln Street between Effingham Street and Eighth Street. Vision Principle: <br />Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. Citizens have complained to City council members about heavy truck traffic on <br />Lincoln Street between Effingham and Eighth Streets. This is a residential area and the <br />truck traffic causes houses on the street to "shake" and disturbs residents. There is an <br />alternate route for truck drivers to access the businesses on Port Center Parkway. <br /> <br />Discussion: <br />. Traffic Engineering posted signs on Lincoln Street restricting truck traffic; <br />however, city code as written does not allow officers to enforce the restriction. <br /> <br />Financial Impact: <br />. Any fines assessed will go to the city of Portsmouth <br /> <br />Recommended Action: <br />. Amend City Code Section 22-294 to include "Lincoln Street between Effingham <br />Street and Eighth Street." Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Next Steps Following Council Action: <br />. The Police Department will begin an education campaign with businesses and <br />truck drivers in that area, and begin enforcing the truck traffic restriction. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND CHAPTER 22 OF THE CODE OF THE CITY OF <br />PORTMOUTH, VIRGINIA (2006) BY AMENDING SECTION 22-294 THEREOF TO <br />RESTRICT TRUCK TRAFFIC ON LINCOLN STREET BETWEEN EFFING HAM <br />STREET AND EIGHTH STREET." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 513 - Adoption of an ordinance to appropriate in the FY 2009-2010 General Fund <br />the sum of $12,509.05 in unexpended year-end FY 2008-2009 State Public Health <br />Funds to be used for additional public health program costs, including repairs to the <br />Public Health Facility on High Street. Vision Principle: Thriving Neighborhoods and a <br />Sense of Community. <br /> <br />Background: <br />. The health department's clinic-area flooring has been failing in the past year to a <br />point beyond repair. Due to the materials (paper under vinyl) within the tiles, damage <br />will continue to spread when water, from wet mopping, enters the damaged tiles. The <br />cause of the tile failure is believed to be a result of improper installation and poor tile <br />integrity. <br /> <br />Discussion: <br />. As depicted in the attached photographs, damaged tiles make infection control <br />difficult to maintain, raised tiles offer a safety hazard and the floors do not meet patient <br />and professional standards for a medical facility. The City's building management staff <br />has recommended the flooring be replaced. <br />
