October 13. 2009

Financial Impact:
. Failure to replace floor may reduce revenues as patients seek care in a more
professional appearing facility. PHD may also lose partnerships with medical providers
who operate programs (OB-GYN and HIV care) in the clinic, resulting in lost revenue.
. The Health Department had unexpended funds at year-end FY09. A source of
funding for this appropriation for FY10 could be those dollars returned to the City in
FY09.
. No other financial alternative is available to replace the flooring.

Recommended Action:
. Council appropriation of $12,509.05 to the Portsmouth Health Department for
FY2010. Vision principle: Thriving Neighborhoods and a Sense of Community.

Next Steps Following Council Action:
. The Director of PHD will ensure the funds are utilized to rectify flooring issues in
the clinic area.

Motion by Ms. Randall, and seconded by Mr. Heretick, to adopt the following
ordinance, and was adopted by the following vote:

"ORDINANCE TO APPROPRIATE IN THE FY 2009-2010 GENERAL FUND THE SUM
OF $12,509.05 IN UNEXPENDED YEAR-END FY 2008-2009 STATE PUBLIC
HEALTH FUNDS TO BE USED FOR ADDITIONAL PUBLIC HEALTH PROGRAM
COSTS, INCLUDING REPAIRS TO THE PUBLIC HEALTH FACILITY ON HIGH
STREET."

Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley
Nays: None

09 - 514 - Adoption of an ordinance to appropriate in the FY 2009-2010 Economic
Stimulus Fund the sum of $4,808,250 received through the Virginia Department of
Health for the Prentis Park Waterline Replacement Capital Improvement Project. Vision
Principle: Thriving Neighborhoods and a Sense of Community.

Background:
. On March 9, 2009, City Council authorized the City Manager to sign the required
applications and to accept economic stimulus funding from the Virginia Department of
Health, Drinking Water State Revolving Fund for replacement of aged water main
infrastructure in Prentis Park
. On July 21, 2009, the City of Portsmouth was informed that we were approved
for funding in the amount of $4,808,249 subject to the successful completion of program
requirements.

Discussion:
. On September 8, 2009, we received notice that we were authorized by the State
Health Commissioner to receive up to $4,808,249 in financial assistance.
. All seven phases of the Prentis Park project will be completed simultaneously.
The impact on the neighborhood will be great. We are working with Marketing and
Communication Dept. to establish a line of communication and information with the
affected neighborhoods.

Financial Impact:
. The final amount of stimulus funds will be determined by the bids received. Final
bids are due Sept, 29, 2009.
. Of the funds received, 50% will be in the form of a zero % interest rate loan and
50% as principal forgiveness.
. A subsequent council action will be required to appropriate the final city funded
share of the project.
