<br />October 13. 2009 <br /> <br />"ORDINANCE TO APPROPRIATE IN THE FY 2009-2010 CAPITAL IMPROVEMENTS <br />FUND THE SUM OF $3,387,000 DONATED BY THE PORTSMOUTH MUSEUMS <br />FOUNDATION FOR THE EXPANSION AND RENOVATION OF THE CHILDREN'S <br />MUSEUM." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 511 - Adoption of an ordinance to accept a grant in the amount of $48,925.80 from <br />the Department of Motor Vehicle and to appropriate said sum in the FY 2009-2010 <br />Grants Fund for use by the Portsmouth Police Department for overtime pay and for the <br />purchase of equipment to be used to Enforce Comprehensive Speed, DUI, and <br />Passenger Vehicle and Commercial Motor Vehicle Occupant Restraint Laws. Vision <br />Principle: Thriving Neighborhoods and a Sense of Community, Pride of Past, Promise <br />of Future. <br /> <br />Background: <br />. The Portsmouth Police Department has received grant funding in the amount of <br />$48,925.80 from the Department of Motor Vehicle (DMV). The funds will be used for <br />Comprehensive Driving under the Influence (DUI), Speed, Passenger Vehicle and <br />Commercial Motor Vehicle (CMV) Occupant Restrain Enforcement. <br /> <br />Discussion: <br />. The Portsmouth Police Department desires to increase the seatbelt usage by <br />CMV's significantly and to also reduce traffic crashes with the potential of injuries and <br />seat through educational efforts, enforcement and building of partnerships. <br />. The funds received will enable Portsmouth Police Department to provide <br />Overtime payment and equipment to be utilized by law enforcement in the areas of <br />Comprehensive Driving under the Influence (DUI), Speed, Passenger Vehicle and <br />Commercial Motor Vehicle (CMV) Occupant Restrain Enforcement. <br /> <br />Financial Impact: <br />. The grant award amount is $48,925.80 of Department of Motor Vehicle funds for <br />the Portsmouth Police Department. The City does have to provide an in-kind match of <br />$9,785.16. There is no obligation from the City once the grant has ended. <br /> <br />Staff Recommends: <br />. Adoption of an ordinance to appropriate the $48,925.80 grant from the <br />Department of Motor Vehicle to the Portsmouth Police Department to provide funds for <br />overtime payment, equipment to be utilized for law enforcement in the areas of <br />Comprehensive Speed, DUI I Passenger and CMV Occupant Restraint Enforcement. <br />Vision Principle: Thriving Neighborhoods and a Sense of Community and Pride of Past, <br />Promise of Future. <br /> <br />Next Steps Following Council Action: <br />. Acquire necessary equipment and educate our citizens and commuters to the <br />importance of maintaining safe speeds and utilizing occupant restrains in both <br />passenger and commercial motor vehicles. <br />.
