<br />October 13. 2009 <br /> <br />1. Bishop Curtis Edmonds, 2714 Frederick Boulevard, asked that certain parts of <br />Truxton not be included in the Conservation Plan. <br /> <br />2. James Overton, 315 Astor Avenue, spoke in support of this item. <br /> <br />3. Chester Benton, 2517 Portsmouth Boulevard, spoke in support of this item. <br /> <br />4. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, spoke in support of this item. <br /> <br />5. Reggie Allen, 1421 Wilcox Avenue, asked about the funding for the fire station that <br />was to be placed at the corner of Deep Creek and Portsmouth Boulevards. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that CVP-09-01 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />09 - 510 - Adoption of an ordinance to appropriate in the FY 2009-2010 Capital <br />Improvements Fund the sum of $3,387,000 donated by the Portsmouth Museum <br />Foundation for the expansion and renovation of the Children's Museum. Vision <br />Principle: Thriving Neighborhoods and a Sense of Community, Bold New Directions, <br />Pride of Past, Promise of Future. <br /> <br />Background: <br />. The Children's Museum Expansion is identified as a project in the city's current <br />Capital Improvement Program. <br />. The scope of the project includes an expansion of the facility with a new entrance <br />on High St., renovation of the building and replacement of the exhibits. <br /> <br />Discussion: <br />. The Museum Foundation has been a major contributor to several museum <br />projects over the years as well as the first two phases of the Children's Museum. <br />. The funding of this proposed expansionlrenovation has included funds raised by <br />the Foundation as per their Memorandum of Intent authorized by City Council on <br />September 26, 2006. <br />. The funds committed to this renovation of the Children's Museum by the Museum <br />Foundation are in the amount of $3,387,000. <br /> <br />Financial Impact: <br />. Transfer of the Foundation funds to the Children's Museum project will be <br />phased. City funds will fund the balance until the total amount is received from the <br />Foundation. <br /> <br />Recommended Action: <br />. Adoption of an ordinance to appropriate $3,387,000 from the Portsmouth <br />Museum Foundation to the CIP project for the expansion and renovation of the <br />Children's Museum. Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. Bold New Directions, Pride of the Past, Promise of the Future. <br /> <br />Next Steps: <br />.
