<br />October 13. 2009 <br /> <br />09 - 509 - Rezoning, use permit, street closure and conservation plan applications: <br /> <br />(a) Z-09-03 <br /> <br />DOWNTOWN - The Oasis Social Ministry seeks to rezone 1703, <br />1707, 1711, 1713, 1715, 1717, 1719 and 1721 Columbia Street <br />from Downtown Residential (D-2-R) and Downtown Industrial (D-2- <br />I) to Downtown Mixed Use (D-2-M). The Comprehensive Plan <br />Future Land Use Map recommends Mixed Use Development. <br />Vision Principle: Bold New Directions. <br /> <br />1. Robert Barclay, 200 High Street, spoke in support of this item. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Moody, to concur with the <br />recommendation of the Planning Commission that Z-09-03 be approved on first reading, <br />and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />(b) UP-09-12 <br /> <br />DOWNTOWN - The Oasis Social Ministry seeks a use permit to <br />operate an Oasis Social Services Center at 1703, 1707, 1711, <br />1713, 1715, 1717 1719 and 1721 Columbia Street. The <br />Comprehensive Plan Future Land Use Map recommends Mixed <br />Use Development. Vision Principle: Bold New Directions. <br /> <br />There were no speakers. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to concur with the <br />recommendation of the Planning Commission that UP-09-12 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />( c) S-09-05 <br /> <br />DOWNTOWN - Ordinance granting the request of the Oasis Social <br />Ministry for the closure of Columbia Street West of Williamsburg <br />Avenue to its terminus. The Comprehensive Plan Future Land Use <br />Map recommends Mixed Use Development. Vision Principle: <br />Thriving Neighborhoods and a Sense of Community and Bold New <br />Directions. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO CLOSE A PORTION OF COLUMBIA STREET FROM WEST OF <br />THE WESTERN BOUNDARY OF WILLIAMSBURG AVENUE TO ITS TERMINUS." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />(d) CVP-09-01 <br /> <br />CONSERVATION PLAN (TRUXTUN) - The City of Portsmouth <br />seeks to approve (per Section 36-49.1 B of the Code of Virginia) a <br />Conservation Plan prepared by the Portsmouth Redevelopment <br />and Housing Authority for a portion of the Truxtun neighborhood. <br />The purpose of the plan is to redress deterioration and prevent <br />blight within the project area. The Comprehensive Plan <br />recommends that the City apply neighborhood conservation <br />strategies such as code enforcement and housing rehabilitation in <br />support of maintaining and strengthening viable land uses and land <br />use patterns. Vision Principle: Thriving Neighborhoods and a <br />Sense of Community. <br />
