<br />At a Regular Meeting of the City Council on Tuesday, October 13, 2009, there
<br />were present:
<br />
<br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst,
<br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith,
<br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman.

<br />Reverend Tom Potter, opened the meeting with prayer, which was followed the
<br />Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br />'" Mayor Holley informed citizens that the U. S. Navy was celebrating its 234th
<br />Birthday.
<br />
<br />Motion by Mr. Whitehurst, and seconded by Ms. Psimas, to approve the minutes
<br />of a Called Meeting of September 21,2009, of a Called Meeting of September 22,2009,
<br />and of a Regular Meeting of September 22, 2009, and was adopted by the following
<br />vote:

<br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley

<br />Public hearing with respect to the proposed adoption by the City
<br />Council of an ordinance to authorize the City to contract a debt and
<br />issue general obligation bonds of the City in a principal amount not
<br />to exceed $19,000,000 to finance the acquisition, construction and
<br />equipping of the new Simonsdale Elementary School.

<br />Public hearing with respect to the proposed adoption by the City
<br />Council of an ordinance to authorize the City to contract a debt and
<br />issue bonds of the City to be secured by a general obligation
<br />pledge and/or a water and sewer revenue pledge in a principal
<br />amount not to exceed $5,000,000 to finance the acquisition,
<br />construction and equipping of a replacement waterline to serve the
<br />Prentis Park section of the City.
