Vision Principle: Thriving Neighborhoods and a Sense of Community.

Background:
. The Portsmouth Circuit Court judges have received a settlement check for $319
in a Washington state class action suit (Global Education Services, Inc. v. The
Grantsmanship Center, Inc.)
. The suit stemmed from seminar promotion representations made by The
Grantsmanship Center.
. The judges were not parties to the action.
. The judges have requested that the settlement funds be allocated to the
Portsmouth Law Library.

Discussion:
. After the completion of the budget process, unbudgeted funds received are
normally placed in the General Fund as undesignated funds.
. In order to comply with the judges' request, these funds must be appropriated in
Law Library Fund.

Financial Impact:
. Budgeted funds in the FY 2009-2010 Law Library Fund will increase by $319.

Staff Recommends:
. Adoption of the ordinance appropriating the funds in the FY 2009-2010 Law
Library Fund, as requested. Vision Principle: Thriving Neighborhoods and a Sense of
Community.

Next Steps Following Council Action:
. The funds will be deposited in the Law Library Fund
