Lori Young, 3789 Lilac Drive, spoke in opposition to this item. <br /> <br />Motion by Ms. Psimas, and seconded by Mr. Heretick, to concur with the <br />recommendation of the Planning Commission that UP-09-04 be approved on first <br />reading, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Psi mas, Randall, Smith, Whitehurst <br />Nays: Moody, Holley <br /> <br />- City Manager's Report - <br /> <br />09 - 417 - Adoption of an ordinance to accept a grant in the amount of $182,500 from <br />the Office of the Executive Secretary of the Supreme Court of Virginia and to <br />appropriate said funds in the FY 2009-2010 Grants Fund for use by the Third Judicial <br />Circuit Court for the Portsmouth Adult Drug Treatment Court. Vision Principle: Thriving <br />Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The Portsmouth Adult Drug Treatment Court was established to serve as an <br />intensive treatment program for the purpose of treating nonviolent felony offenders who <br />are dependent upon drugs and/or alcohol. <br /> <br />Discussion: <br />. This program was first implemented in 2000. <br /> <br />Financial Impact: <br />. There is no City cash match required. <br /> <br />Staff Recommends: <br />. Adoption of proposed ordinance.
