<br />PRENTIS PARK - John C. Holland seeks to rezone 2200, 2204,
<br />2208, 2220, 2236 Randolph Street from Industrial Restricted M-1-R
<br />to Preservation P-1. He also seeks to rezone 2515 Randolph Street
<br />from Residential Single Family RS-75 to Preservation P-1. The
<br />Comprehensive Plan recommends preservation open space and
<br />multi-family development. Vision Principle: Thriving
<br />Neighborhoods and a Sense of Community.

<br />1. Clifford Kalmbach, 3702 Magnolia Drive, spoke in opposition to this item.
<br />
<br />2. Raeford Eure, 901 PortCentre Parkway, spoke in support of this item.

<br />'" Vice Mayor Moody disclosed that Mr. Holland was his first cousin and asked the City
<br />Attorney if voting on this issue was a conflict of interest.
<br />
<br />. City Attorney Oksman informed Vice Mayor Moody that because he does not benefit
<br />financially and Mr. Holland is not an immediate family member, it was not a conflict
<br />for him to vote on this issue.

<br />Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to concur with the
<br />recommendation of the Planning Commission that Z-09-02 be approved on first reading,
<br />and was adopted by the following vote:

<br />
<br />DOWNTOWN - Carmencita Kelly requests a use permit to operate
<br />an entertainment establishment at A Taste of Culture Restaurant
<br />located at 448 Green Street. The Comprehensive Plan
<br />recommends mixed use development in the area. Vision Principle:
<br />A Robust and Prospering Economy and Bold New Direction.
<br />
<br />1. Shauntel Davis, 3818 Rivanna River Reach, spoke in support of this item.
<br />
<br />Motion by Mr. Whitehurst, and seconded by Ms. Psi mas, to concur with the
<br />recommendation of the Planning Commission that UP-09-07 be approved on first
<br />reading, and was adopted by the following vote:
