The Portsmouth Public Library recommends that the Portsmouth City Council add the proposed implied reciprocal non-resident fee to the other fees included in Appendix A (Chapter 19) of the City Code. Financial Impact: . The fees could generate an additional $20,000 in estimated revenues for a designated Special Revenue Fund if all current reciprocal non-resident card holders renewed their membership. Terry Danaher, 413 Dinwiddie Street, spoke in support of this item. Motion by Mr. Whitehurst, and seconded by Mr. Moody, to amend Item 09-366 adding a new section number 4 that states bona fide students shall be exempt from paying the fee, and it shall be charged only to residents of localities that impose a library fee on Portsmouth residents. After discussion, the motion was withdrawn. Motion by Mr. Whitehurst, and seconded by Ms. Psi mas, to amend Item 09-366 adding that the City Attorney shall make such other editorial and non-substantive changes as may be needed to effect the intent, and was adopted by the following vote: Ayes: Moody, Heretick, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None Motion by Mr. Whitehurst, and seconded by Ms. Psimas, to adopt the following ordinance with the noted amendment, and was adopted by the following vote: "ORDINANCE (a) TO AMEND CHAPTER 19 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (2006) BY ADOPTING A NEW SECTION 19-20 AND BY AMENDING APPENDIX A THEREOF TO ESTABLISH A LIBRARY CARD FEE FOR CERTAIN NON-RESIDENT LIBRARY PATRONS AND (b) TO ESTABLISH A LIBRARY SPECIAL REVENUE FUND FOR SUCH FEES." Ayes: Moody, Heretick, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None - City Manager's Report - 09 - 394 - Adoption of a resolution authorizing the City Engineer to exceed by 25% or more the Ebony Heights Neighborhood Improvements contract in order to expand significantly the scope of the original project.
