Business license <br />. City of Portsmouth 10 card <br />. TCC Student 10 <br /> <br />Discussion: <br />. The Portsmouth Public Library recommends that the Portsmouth City Council <br />add the proposed implied reciprocal non-resident fee to the other fees included in <br />Appendix A (Chapter 19) of the City Code. <br /> <br />Financial Impact: <br />. The fees could generate an additional $20,000 in estimated revenues for a <br />designated Special Revenue Fund if all current reciprocal non-resident card holders <br />renewed their membership. <br /> <br />Staff Recommends: <br />. The Public Library Director will have signs posted alerting patrons to the new <br />policy and effective date. <br /> <br />1. Terry Danaher, 413 Dinwiddie Street, spoke in support of this item. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Moody, to amend Item 09-366 <br />adding a new section number 4 that states bona fide students shall be exempt from <br />paying the fee, and it shall be charged only to residents of localities that impose a library <br />fee on Portsmouth residents. After discussion, the motion was withdrawn. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Psi mas, to amend Item 09-366 <br />adding that the City Attorney shall make such other editorial and non-substantive <br />changes as may be needed to effect the intent, and was adopted by the following vote: <br /> <br />Ayes: Moody, Heretick, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Psimas, to adopt the following <br />ordinance with the noted amendment, and was adopted by the following vote: <br /> <br />"ORDINANCE (a) TO AMEND CHAPTER 19 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (2006) BY ADOPTING A NEW SECTION 19-20 AND BY <br />AMENDING APPENDIX A THEREOF TO ESTABLISH A LIBRARY CARD FEE FOR <br />CERTAIN NON-RESIDENT LIBRARY PATRONS AND (b) TO ESTABLISH A <br />LIBRARY SPECIAL REVENUE FUND FOR SUCH FEES." <br /> <br />Ayes: Moody, Heretick, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />09 - 394 - Adoption of a resolution authorizing the City Engineer to exceed by 25% or <br />more the Ebony Heights Neighborhood Improvements contract in order to expand <br />significantly the scope of the original project.
