Mark Geduldig-Yatrofsky, 2713 Sterling Point Road, spoke in support of this item. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO REPROGRAM $200,000 WITHIN THE FY 2008-2009 CAPITAL <br />IMPROVEMENTS FUND AND TO APPROPRIATE SAID SUM IN THE FY 2009-2010 <br />CAPITAL IMPROVEMENTS FUND FOR A SKATE PARK IN CRADOCK." <br /> <br />Ayes: Moody, Heretick, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 366 - Adoption of an ordinance (A) to amend Chapter 19 of the Code of the City of <br />Portsmouth, Virginia (2006) by adopting a new Section 19-20 and by amending <br />Appendix A thereof to establish a library card fee for certain non-resident library patrons <br />and (B) to establish a Library Special Revenue Fund for such fees. Deferred from the <br />July 14, 2009 City Council Meeting. Vision Principles: Lifelong Learning Community. <br /> <br />Background: <br />. During FY2009-2010 budget discussions, council suggested charging non- <br />resident fees for patrons using the Portsmouth Public Libraries. <br />. Staff researched other City policies and sent a draft non-resident fee policy to the <br />Portsmouth Public Library Board. <br />o The draft was reviewed at the May 14 Board meeting and adopted at the June <br />11, 2009 Board meeting. <br />o The Policy is as follows: <br /> <br />Portsmouth Public Library <br />Fees for Service: Non-Resident Card Policy <br /> <br />The Portsmouth Public Library offers access to a comprehensive collection of materials, <br />in a safe and appealing environment, to encourage social, economic, cultural, and <br />intellectual growth to meet the ever-changing needs of the citizens of Portsmouth. <br />Effective July 28, 2009, for Virginia residents who do not live, own property, operate a <br />business in, or work for the City of Portsmouth, or TCC students, a non-resident card <br />with an annual non-refundable fee of $10.00 will be available. The City of Portsmouth <br />will operate under an implied reciprocity agreement with residents from Hampton Roads <br />cities. As such, so long as Portsmouth residents are not charged a non-resident fee for <br />access to library material at the other City's public library, the City of Portsmouth will <br />allow residents from that City to utilize Portsmouth Public Library materials without <br />being charged a non-resident fee. A Library special designated revenue fund will be <br />established for the revenue. <br /> <br />The non-resident card provides the same borrowing privileges as Portsmouth residents - <br />- including holds, interlibrary loans, reserve meeting rooms (applicable fees apply), and <br />access to electronic resources. <br />
