<br />July 28. 2009 <br /> <br />At a Regular Meeting of the City Council on Tuesday, July 28, 2009, there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith, <br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />Pastor Thornton Frye opened the meeting with prayer, which was followed by the <br />Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to approve the minutes <br />of a Called Meeting of July 13, 2009, of a Called Meeting of July 14, 2009, and of a <br />Regular Meeting of July 14, 2009, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 392 - Presentations: <br /> <br />. Presentation to Judge Johnny Morrison. <br /> <br />. Proclamation presented to LaTisha Branch for "National Night Out." <br /> <br />. Presentation by Paul Smith on behalf of the Long Point Civic League. <br /> <br />- Unfinished Business - <br /> <br />09 - 88 - Adoption of an ordinance to reprogram $200,000 within the FY 2008-2009 <br />Capital Improvements Fund and to appropriate said sum in the FY 2008-2009 Capital <br />Improvements Fund for a Skate Park in Cradock. Deferred from the April 14, 2009 City <br />Council Meeting. Vision Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The Cradock Civic League has requested a skate park to be located at George <br />Washington Park in Cradock. <br />. The total cost for a 100' x 75' skate park is estimated to be $200,000, to include <br />site work, a concrete slab and steel modular skate ramp equipment. <br /> <br />Discussion: <br />. The "Cradock Athletic Fields" Project in the Capital Improvement Program <br />(Project #15307) has a balance of $334,000. This funding was originally planned to <br />build athletic fields at the City-owned property adjacent to the Old Cradock High School <br />for future use by the Cradock Little League. Since that time, a five-year lease has been <br />signed with the Navy which will permit Cradock Little League to continue to operate at <br />St. Julian's Creek Annex. <br /> <br />Financial Impact: <br />. The source of the appropriated funds is a Capital Improvement Program <br />reprogramming and transfer from the "Cradock Athletic Fields Project" to a new "Skate <br />Park Project" totaling $200,000. <br /> <br />Staff Recommends: <br />.
