<br />July 14. 2009 <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $57,000 FROM THE <br />U.S. DEPARTMENT OF EDUCATION OFFICE OF INNOVATION AND <br />IMPROVEMENT AND APPROPRIATING SAID AMOUNT IN THE FY 2009-2010 <br />GRANTS FUND FOR USE FOR THE 2009 "SMART ART" AFTER-SCHOOL <br />PROGRAM." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 366 - Adoption of an ordinance to amend Chapter 19 of the Code of the City of <br />Portsmouth, Virginia (2006) by adopting a new Section 19-20 and by amending <br />Appendix A thereof to establish a library card fee for non-resident library patrons. Vision <br />Principles: Lifelong Learning Community. <br /> <br />1. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, spoke in support of this item but <br />suggested that City Council adopt a reciprocity arrangement with neighboring cities. <br /> <br />2. Terry Danaher, 413 Dinwiddie Street, spoke in support of this item but suggested <br />that City Council adopt a reciprocity arrangement with neighboring cities. <br /> <br />City Council asked Staff to add the following provisions to the ordinance: <br /> <br />1. The money generated from the library fees is earmarked specifically for library use <br />only. <br />2. A reciprocity arrangement is included which would only allow the charge of a fee if <br />the citizen checking out books is located in a City that also charges a fee. <br />3. Students at the Portsmouth Tidewater Community College Campus are considered <br />residents and not subject to the fee if they have a student ID card. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psi mas, to defer consideration of <br />Item 09-366 to the July 28, 2009 City Council Meeting, and was adopted by the <br />following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst <br />Nays: Holley <br /> <br />09 - 367 - Adoption of a resolution by the City Council of the City of Portsmouth, <br />Virginia, in support of the "Honor and Remember" Flag as an official Symbol to <br />recognize and honor members of the Armed Forces who have died in the line of duty, <br />and urging the United States Congress to adopt this flag as a national symbol. Vision <br />Principles: Pride of Past, Promise of Future. <br /> <br />Background: <br />. The cities of Norfolk, Chesapeake and Virginia Beach had previously adopted a <br />similar resolution. <br />. The Portsmouth Mayor's Military Affairs Committee supports the "Honor and <br />Remember" Flag as a symbol of national gratitude for all those members of the Armed <br />Forces who have given their lives for our freedom. <br /> <br />Financial Impact: <br />. There is no financial impact on the City. <br /> <br />Staff Recommends: <br />. Adoption of the resolution. A copy of the Resolution is to be forwarded to Portsmouth's representatives of <br />the United States Senate and House of Representatives. <br /> <br />1.
