<br />July 14. 2009 <br /> <br />Background: <br />. Due in large part to the work occurring as part of the City-wide Master <br />Transportation Plan, these funds were made available to the city by VDOT under the <br />Federal Highway Administration Highway Safety Improvement Program (HSIP). <br />. HSIP is intended to make significant progress in reducing highway fatalities and <br />injuries by identifying problem safety areas; analyzing problems and countermeasures; <br />and the prioritizing and scheduling improvement projects. <br /> <br />Discussion: <br />. The first step in implementing the HSIP is analyzing accident records to identify <br />problem areas and estimating the cost of appropriate road safety improvements. <br />. This data will be used to generate additional projects for submission to VDOT for <br />prioritization and funding. <br /> <br />Financial Impact: <br />. None. The cost of this program will be borne totally by VDOT, no matching funds <br />are required. <br /> <br />Recommended Action: <br />. Adoption of an ordinance accepting $487,093 in federal and state funds from the <br />Virginia Department of Transportation; programming a Highway Safety Improvement <br />Program (HSIP) Proactive Safety project; and appropriating $487,093 and establishing <br />a new project in the FY 2009-2010 Capital Improvements Fund for the Highway Safety <br />Improvement Program. Submit the completed Standard Project Administration Agreement to VDOT for <br />execution. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING $487,093 IN FEDERAL AND STATE FUNDS FROM THE <br />VIRGINIA DEPARTMENT OF TRANSPORTATION (VDOT); REQUESTING THAT <br />VDOT PROGRAM A HIGHWAY SAFETY IMPROVEMENT PROGRAM (HSIP) <br />PROACTIVE SAFETY PROJECT; AND APPROPRIATING $487,093 IN THE FY 2009- <br />2010 CAPITAL IMPROVEMENTS FUND FOR SAID PROJECT." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 364 - Adoption of an ordinance accepting a grant in the amount of $10,550 from the <br />Business Consortium for Arts Support and appropriating said amount in the FY 2009- <br />2010 Grants Fund for the Outdoor Sculpture Competition and Exhibition at the <br />Courthouse Galleries. Vision Principle: Lifelong Learning Community. <br /> <br />Background: <br />. Each year the Courthouse Galleries applies to the Business Consortium for Arts <br />Support for a grant to help support exhibitions and programming. <br /> <br />Discussion: <br />. The Courthouse Galleries will use the funds for the development, installation and <br />programming for the Outdoor Sculpture Competition and Exhibition. <br />. 2010 will be the fifth year of this exhibition. <br />. The exhibition will be in the courtyard of the Courthouse Galleries. <br />. The exhibition will open on February 5, 2010 and will run through October 10, <br />2010. <br />
