<br />July 14. 2009 <br /> <br />At a Regular Meeting of the City Council on Tuesday, July 14, 2009, there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith, <br />Deputy City Manager Paul Holt, City Attorney G. Timothy Oksman. <br /> <br />Pastor Robert Lee opened the meeting with prayer, which was followed by the <br />Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to approve the minutes <br />of a Called Meeting of June 22, 2009, of a Called Meeting of June 23, 2009, and of a <br />Regular Meeting of June 23, 2009, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 362 - Presentations: <br /> <br />. Proclamation presented to Captain Patrick Trapp and member of the Military Affairs <br />Committee for "Coast Guard Appreciation Day." <br /> <br />. Proclamation presented to Patricia Knight, U. S. Census Bureau, for "Census 2010 <br />Kickoff Month." <br /> <br />. Presentation of special lapel pins to newly appointed Board and Commission <br />members. <br /> <br />- Unfinished Business - <br /> <br />09 - 87 - Adoption of an ordinance to reprogram $20,000 within the FY 2008-2009 <br />Capital Improvements Fund and to appropriate said sum in the FY 2008-2009 Capital <br />Improvements Fund for a new Dog Park in Cradock. Deferred from the April 14, 2009 <br />City Council Meeting. Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />. Mayor Holley acknowledged Boy Scout Troop #259 of Chesapeake, Virginia. <br /> <br />1. Laura Somers, 5 Irwin Street, spoke in opposition to this item. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psi mas, that Agenda Item 09-87 be <br />denied, and was adopted by the following vote: <br /> <br />Ayes: Moody, Heretick, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />09 - 363 - Adoption of an ordinance accepting $487,093 in Federal and State Funds <br />from the Virginia Department of Transportation (VDOT); requesting that VDOT Program <br />a Highway Safety Improvement Program (HSIP) Proactive Safety Project; and <br />appropriating $487,093 in the FY 2009-2010 Capital Improvements Fund for said <br />project.
