July 14. 2009 At a Regular Meeting of the City Council on Tuesday, July 14, 2009, there were present: Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith, Deputy City Manager Paul Holt, City Attorney G. Timothy Oksman. Pastor Robert Lee opened the meeting with prayer, which was followed by the Pledge of Allegiance to the Flag. Mayor Holley called the meeting to order and welcomed all in attendance. Motion by Mr. Moody, and seconded by Mr. Whitehurst, to approve the minutes of a Called Meeting of June 22, 2009, of a Called Meeting of June 23, 2009, and of a Regular Meeting of June 23, 2009, and was adopted by the following vote: Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None 09 - 362 - Presentations: . Proclamation presented to Captain Patrick Trapp and member of the Military Affairs Committee for "Coast Guard Appreciation Day." . Proclamation presented to Patricia Knight, U. S. Census Bureau, for "Census 2010 Kickoff Month." . Presentation of special lapel pins to newly appointed Board and Commission members. - Unfinished Business - 09 - 87 - Adoption of an ordinance to reprogram $20,000 within the FY 2008-2009 Capital Improvements Fund and to appropriate said sum in the FY 2008-2009 Capital Improvements Fund for a new Dog Park in Cradock. Laura Somers, 5 Irwin Street, spoke in opposition to this item. Motion by Mr. Moody, and seconded by Ms. Psi mas, that Agenda Item 09-87 be denied, and was adopted by the following vote: Ayes: Moody, Heretick, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None - City Manager's Report - 09 - 363 - Adoption of an ordinance accepting $487,093 in Federal and State Funds from the Virginia Department of Transportation (VDOT); requesting that VDOT Program a Highway Safety Improvement Program (HSIP) Proactive Safety Project; and appropriating $487,093 in the FY 2009-2010 Capital Improvements Fund for said project.
