<br />June 23. 2009 <br /> <br />Ayes: Heretick, Moody, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 340 - Adoption of an ordinance accepting a grant in the amount of $119,679.77 <br />from the FY08 Hampton Roads Metropolitan Medical Response System and Hospital <br />Preparedness Grant Program and appropriating said amount in the FY 2009-2010 <br />Grants Fund for the purchase and installation of generator power at an alternate care <br />site. Vision Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The Hospital Preparedness Program (HPP) enhances the ability of hospitals and <br />health care systems to prepare for and respond to bio-terrorism and other public health <br />emergencies. Current program priority areas include interoperable communication <br />systems, bed tracking, personnel management, fatality management planning and <br />hospital evacuation planning. During the past five years HPP funds have also improved <br />bed and personnel surge capacity, decontamination capabilities, isolation capacity, <br />pharmaceutical supplies, training, education, drills and exercises. <br />. The City utilizes school facilities as shelters in emergencies (i.e. Hurricanes); <br />however, current facilities are not equipped with generator power to support sheltering <br />special needs populations. <br /> <br />Discussion: <br />. The scope of work for this project includes adding generator and necessary <br />wiring to power a school facility. After completion, the city's capability to shelter special <br />needs will be greatly enhanced. <br /> <br />Financial Impact: <br />. No local cash match is required. <br /> <br />Staff Recommends: <br />. Adoption of proposed ordinance. Vision Principle: Thriving Neighborhoods and a <br />Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. Work with Schools to acquire generator for Lakeview. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $119,679.77 FROM THE <br />FY08 HAMPTON ROADS METROPOLITAN MEDICAL RESPONSE SYSTEM AND <br />HOSPITAL PREPAREDNESS GRANT PROGRAM AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2009-2010 GRANTS FUND FOR THE PURCHASE AND <br />INSTALLATION OF GENERATOR POWER AT AN ALTERNATE CARE SITE." <br /> <br />Ayes: Heretick, Moody, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 341 - Adoption of ordinances to: (A) officially establish an Other Post Employment <br />Benefits (OPEB) Fund and (B) amend the FY2008-2009 budgets for the General Fund, <br />Risk Management and Insurance Fund, and Other Post Employment Benefits (OPEB) <br />Fund via the following appropriations: $2 million to the General Fund, $1.5 million to the <br />Risk Management and Insurance Fund, and $2 million to the OPEB fund for a total of <br />$5.5 million from the Health Insurance Fund. Vision Principles: A Robust and <br />Prospering Economy. <br /> <br />A) Adoption of an ordinance establishing an Other Post Employment Benefits <br />(OPEB) Fund in the FY 2008-2009 city operating budget. <br />
