The full implementation of the USDA Summer Food Program throughout the <br />Summer of 2009. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT FROM THE U.S. DEPARTMENT OF <br />AGRICULTURE IN THE AMOUNT OF $677,165 AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2009-2010 GRANTS FUND FOR USE BY THE DEPARTMENT <br />OF PARKS, RECREATION, AND LEISURE SERVICES FOR THE 2009 USDA <br />SUMMER FOOD PROGRAM." <br /> <br />Ayes: Heretick, Moody, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 339 - Adoption of an ordinance to amend Chapter 25 and Appendix A of the Code <br />of the City of Portsmouth, Virginia (2006) pertaining to certain golf fees at Bide-A-Wee <br />golf course. Vision Principles: Thriving Neighborhoods and a Sense of Community; and <br />Bold New Directions. <br /> <br />Background: <br />. Bide-A-Wee Golf Course is requesting its second rate increase in 15 months in <br />order to produce additional revenue into the Golf Fund. These rates are reflected in the <br />attached proposed rate listing. No rate changes are being proposed for The Links at <br />City Park at this time. <br /> <br />Discussion: <br />. A rate increase of $2.00 is recommended for all Weekend, Non-Portsmouth <br />Resident players and $1.00 for the MondaylTuesday Military & Police special and <br />Weekday Twilight rates. <br />. Due to competition for play with the other 35+ Hampton Roads golf courses, the <br />proposed increases will keep Portsmouth in-line with its competitors and will not <br />facilitate a loss of players to less expensive courses. Without competitive pricing, the <br />effect of rate increases in Portsmouth may be revenue neutrality or, worst case, loss of <br />revenue, which would be counterproductive. <br /> <br />Financial Impact: <br />. An additional $15,000 in Golf Fund revenue is projected to be generated as a <br />result of these fee increases. There are no expenditure impacts as a result of this <br />recommended change. <br /> <br />Staff Recommends: <br />. Adoption of ordinance.
