<br />June 23. 2009 <br /> <br />Discussion: <br />. The grant will be used to provide funding for technology and equipment initiatives <br />that will improve the department's ability to maintain and store E911 emergency voice <br />recording and radio transmissions as mandated by state law. <br />. This system will enable the PSAP manager to provide recordings in a Compact <br />Disk format to the Commonwealth's Attorney, police officers, and private attorney's as <br />well as FOIA requests in timely manner. <br /> <br />Financial Impact: <br />. The grant award amount is $134,562 of Virginia Wireless E-911 Services Board <br />funds for the Emergency Communications Unit. There is no obligation from the City <br />once the grant has ended. <br /> <br />Staff Recommends: <br />. Adoption of an ordinance to appropriate the $134,562 from the Virginia Wireless <br />E-911 Services Board to provide funds for technology and equipment for the <br />Emergency Communications Unit. Vision Principles: Thriving Neighborhoods and a <br />Sense of Community, and Bold New Directions. <br /> <br />Next Steps Following Council Action: <br />. The Chief of Police or his designee will provide grant management and oversight. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A PUBLIC SAFETY ANSWERING POINT GRANT IN <br />THE AMOUNT OF $134,562 FROM THE COMMONWEALTH OF VIRGINIA <br />WIRELESS E-911 SERVICES BOARD AND APPROPRIATING SAID AMOUNT IN <br />THE FY 2009-2010 GRANTS FUND TO PROVIDE FUNDS FOR EMERGENCY <br />COMMUNICATIONS TECHNOLOGY AND EQUIPMENT." <br /> <br />Ayes: Heretick, Moody, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 338 - Adoption of an ordinance accepting a grant from the U.S. Department of <br />Agriculture in the amount of $677,165 and appropriating said amount in the FY 2009- <br />2010 Grants Fund for use by the Department of Parks, Recreation, and Leisure <br />Services for the 2009 USDA Summer Food Program. Vision Principle: Thriving <br />Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The City of Portsmouth has received a grant from USDA for the Summer Food <br />Program for more than 25 years, administered by the Recreation Division. <br />. Each year the program has grown to accommodate more churches, civic <br />organizations, schools and recreation locations. <br />. The program provides meals during the summer months when children are out of <br />school and the free and reduced school lunch program is not available. <br /> <br />Discussion: <br />. The USDA Summer Food Program for 2009 will include 39 sites consisting of - <br />Summer School sites, faith based childcare programs, community organizations and <br />City of Portsmouth Recreation sites. <br />. It is estimated that the program will serve 3,552 breakfasts and 2,777 lunches <br />per day during the summer months. <br /> <br />Financial Impact: <br />. There is no City cash match required. The grant is a total reimbursement grant <br />based on the number of meals served. <br />
