<br />June 23. 2009 <br /> <br />Background: <br />. The abandoned former Hunt-Mapp structure, which also houses Willett Hall, <br />suffered a fire which necessitated the demolition of the Gym structure. The remainder of <br />the facility with the exception of Willett Hall was in a severely deteriorated condition and <br />represented a safety hazard and eyesore to the area. <br />. Because of the market conditions it was decided to seek bids for demolition of <br />the entire school facility with the exception of Willett Hall. <br /> <br />Discussion: <br />. This demolition effort would not address the architectural renovations <br />recommended in the report for the improvements to Willett Hall. This project would <br />remove the adjacent school facility as close as possible to Willett Hall while closing up <br />the resulting openings and maintaining the structural integrity of Willett Hall. <br /> <br />Financial Impact <br />. The total low bid was $713,000 and it is recommended that contingencies be <br />added to that amount to provide a total budget of $800,000. Funding in the amounts <br />recommended would come from the CIP and the Insurance proceeds identified on the <br />attached council brief. <br /> <br />Recommended Action: <br />. Approval of the ordinance to appropriate $500,000 from the insurance proceeds <br />from the Hunt-Mapp fire damage claim settlement and to transfer $300,000 from the <br />Parkview Acquisition CIP project to fund the demolition of the former Hunt-Mapp school <br />building. Following appropriation of the necessary funding the Department of Engineering <br />will proceed with the award of the demolition contract. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO TRANSFER THE SUM OF $500,000 FROM THE FY 2008-2009 <br />RISK MANAGEMENT FUND AND TO APPROPRIATE $500,000 IN THE_FY 2008- <br />2009 CAPITAL IMPROVEMENT FUND AND TO TRANSFER $300,000 FROM THE <br />CIP PROJECT NO. 17507, PARK VIEW ACQUISITION, TO THE CIP PROJECT NO. <br />15907, DISPOSITION OF SCHOOL PROPERTIES, IN THE_CAPITAL IMPROVEMENT <br />FUND FOR THE DEMOLITION OF THE FORMER HUNT-MAPP SCHOOL BUILDING <br />LOCATED ON WILLETT DRIVE." <br /> <br />Ayes: Heretick, Moody, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 337 - Adoption of an ordinance accepting a Public Safety Answering Point Grant in <br />the amount of $134,562 from the Commonwealth of Virginia Wireless E-911 Services <br />Board and appropriating said amount in the FY 2009-2010 Grants Fund to provide <br />funds for emergency communications technology and equipment. Vision Principles: <br />Thriving Neighborhoods and a Sense of Community, and Bold New Directions. <br /> <br />Background: <br />. The Emergency Communications Unit has received grant funding of $134,562 <br />from the Virginia Wireless E-911 Services Board to provide funds for technology and <br />equipment. <br />
