<br />June 23. 2009 <br /> <br />"RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE THE <br />REQUIRED APPLICATIONS AND ANY OTHER NECESSARY DOCUMENTS FOR <br />$1,002,000 IN ECONOMIC STIMULUS GRANT FUNDING FROM U.S. DEPARTMENT <br />OF ENERGY TO INSTALL ENERGY EFFICIENT LIGHTING AND TRAFFIC AND <br />PEDESTRIAN SIGNALIZATION. <br /> <br />WHEREAS, the America Recovery and Reinvestment Act of 2009 provides <br />funding for the Department of Energy (DOE) to issuelaward formula-based grants to <br />states, U.S. territories, units of local government, and Native-American tribes under the <br />Energy Efficiency and Conservation Block Grant (EECGB) Program; and <br /> <br />WHEREAS, City staff has determined the following three projects meet the <br />requirements for submitting a funding application: <br />. Retrofitting four city-owned parking garages with energy efficient lighting <br />and lighting control systems <br />. Synchronization of the operation of the city's 120 signalized intersections <br />. Replacement of 591 incandescent traffic signal heads and 26 <br />incandescent pedestrian signal heads with new light emitting diode (LED) <br />heads at 66 intersections; and <br /> <br />WHEREAS, the City's Recovery Act - Energy Efficiency and Conservation <br />Formula Block Grant is $1,002,000 and requires the submission of a detailed application <br />for award; and <br /> <br />WHEREAS, the $1,002,000 has already been designated for the City of <br />Portsmouth; and <br /> <br />WHEREAS, the funding application is due by close of business on June 25, <br />2009. <br /> <br />NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of <br />Portsmouth, Virginia that it hereby authorizes the City Manager to sign any and all <br />documents required to apply for and to accept such funding for the above-cited projects <br />and any other projects that would qualify for such funding." <br /> <br />Ayes: Heretick, Moody, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 345 - Adoption of a resolution authorizing the City Manager to execute the required <br />applications and any other necessary documents for $1,002,000 in Economic Stimulus <br />Grant Funding from U.S. Department of Energy to install energy efficient lighting and <br />traffic and pedestrian signalization.
