Vision Principle: A World Class Maritime Center; A Robust and Prospering
Economy.

Background:
. On June 9, 2009, the Zuni Maritime Foundation, Inc., a 501-3(c) not for profit
organization, made a presentation to City Council regarding the proposed rehabilitation
of the U.S.S. Zuni I U.S.C.G. Tamaroa.
. The U.S. Coast Guard Cutter "Tamaroa" is a historic ship that was in service
from 1943-1994.
. The Foundation is actively working to restore the ship and is ultimately interested
in a location to dock the vessel in a port where it can serve as a tourism and educational
asset.
. As a port city with historic ties to the waterfront and home to the Coast Guard,
the City of Portsmouth is an attractive location and holds many advantages.
. Once rehabilitated, the Zuni Maritime Foundation's desire is to bring the
ZunilTamaroa to the City of Portsmouth.

Discussion:
. With the ability to use "0 Water Street" as a mailing address, the Foundation can
apply for grant funding to assist in rehabilitation efforts.
. Should the attached resolution be approved, a Memorandum of Understanding
(final draft copy attached) will be executed which will allow the Foundation to use the
address for grant funding purposes only. No docking shall be permitted and no
obligation of the City shall be imposed or inferred.
. Once the ship is restored, City Council may entertain a future action, under
separate cover by separate vote, a second MOU setting forth the terms under which the
ship may dock at North Landing.

Financial Impact:
. No financial impact, consideration, or expectation is made as part of this step in
the process.

Staff Recommends:
. Adoption of the resolution. Vision Principle: A World Class Maritime Center; A
Robust and Prospering Economy.
