The Chief Financial Officer will ensue that the budget actions required to: (1) <br />transfer $2.0 million back to the General Fund from the Health Insurance Fund; (2) <br />appropriate $1.5 million to from the Health Insurance Fund to the Risk Management <br />Fund; and (3) transfer $2.0 million from the Health Insurance Fund to the OPEB Fund, <br />will be processed immediately upon adoption of the ordinance. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />09-341 (A): <br /> <br />"ORDINANCE ESTABLISHING AN OTHER POST EMPLOYMENT BENEFITS <br />(OPEB) FUND IN THE FY 2008-2009 CITY OPERATING BUDGET." <br /> <br />Ayes: Heretick, Moody, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />09-341 (B): <br /> <br />"ORDINANCE TO TRANSFER THE SUM OF $5,500,000 FROM THE FY 2008-2009 <br />HEALTH INSURANCE FUND AND TO APPROPRIATE $1,500,000 OF THE <br />TRANSFERRED FUNDS IN THE FY 2008-2009 RISK MANAGEMENT AND <br />INSURANCE FUND, $2,000,000 OF THE TRANSFERRED FUNDS IN THE FY 2008- <br />2009 OTHER POST EMPLOYMENT BENEFITS (OPEB) FUND AND_$2,000,000 OF <br />THE TRANSFERRED FUNDS IN THE FY 2008-2009 GENERAL FUND." <br /> <br />Ayes: Heretick, Moody, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 342 - Adoption of an ordinance accepting a grant in the amount of $18,750 from the <br />Virginia Department of Emergency Management and appropriating said amount in the <br />FY 2009-2010 Grants Fund for the Hazardous Materials Southside Tidewater Team. <br />Vision Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. Each year the Virginia Department of Emergency Management (VDEM) provides <br />the Portsmouth Department of Fire, Rescue and Emergency Services with funds for the <br />Hazardous Materials Southside Tidewater Team. The City of Portsmouth is the lead <br />agency for this regional team. <br />. When the Southside Regional Hazardous Materials Team was initially organized, <br />none of the other cities offered to be the lead team. Portsmouth volunteered and has <br />been the lead team since that time. <br />. The funds received enable Portsmouth to maintain a superior level of readiness <br />with regard to equipment, training, and technical expertise in dealing with hazardous <br />materials as required by VDEM. <br />. Portsmouth is required to have a minimum of seven people ready to respond to <br />an incident within the region at any given time. <br /> <br />Discussion: <br />. As the lead team in Southside Virginia, Portsmouth is more capable of serving <br />citizens, businesses and visitors in Portsmouth, as well as assist the region in the event <br />of a hazardous materials incident. <br /> <br />Financial Impact: <br />. No local cash match is required. <br />
