The <br />Comprehensive Plan recommends residential development in the <br />area. Vision Principle: Bold New Directions. <br /> <br />1. Kimberly Neatherly, 3756 Lilac Drive, spoke in opposition to this item. <br /> <br />Motion by Mr. Moody to deny Item UP-09-04, and the motion died due to a lack of <br />a second. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Whitehurst, to defer consideration <br />of Item UP-09-04 to the August 11, 2009 City Council meeting, and was adopted by the <br />following vote: <br /> <br />Ayes: Heretick, Psi mas, Randall, Whitehurst <br />Nays: Moody, Holley <br /> <br />- Unfinished Business - <br /> <br />09 - 137 - Code amendment: <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following <br />ordinance approved on first reading at the May 26, 2009 meeting, and was adopted by <br />the following vote: <br /> <br />09-137(c): <br /> <br />"ORDINANCE TO AMEND CHAPTER 40 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (2006) BY AMENDING SECTION 40-22 AND REPLACING <br />ARTICLE V THEREOF PERTAINING TO SIGNAGE." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />09 - 314 - Adoption of an ordinance to amend Chapter 16 of the Code of the City of <br />Portsmouth, Virginia (2006) by amending Section 16-64 thereof and by amending <br />Appendix A of the Code to increase monthly rates for trash and garbage disposal. <br />Vision Principle: A Robust and Prospering Economy. <br />
