<br />June 9. 2009 <br /> <br />At a Regular Meeting of the City Council on Tuesday, June 9, 2009, there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, City Manager <br />Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />Councilwoman Marlene W. Randall opened the meeting with prayer, which was <br />followed the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Randall, to approve the minutes of a <br />Called Meeting of May 21, 2009, of a Called Meeting of May 26,2009, and of a Regular <br />Meeting of May 26, 2009, and was adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 312 - Presentations: <br /> <br />. Presentation of the Key to the City to Kennedy Frawley, 2009 Little Miss Portsmouth. <br /> <br />- Public Hearing - <br /> <br />09 - 313 - Public hearing on street closures and use permit applications: <br /> <br />(a) S-09-03 <br /> <br />DALE HOMES - Ordinance granting the request of the Portsmouth <br />Redevelopment and Housing Authority for the closure of Dale <br />Drive. The proposed closure would change the street from a public <br />right-of-way to a private street. The street will continue to be used <br />to provide access to homes in the Dale Homes Community. The <br />Comprehensive Plan recommends residential development in the <br />area. Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />1. Richard Harris, 711 Crawford Street, spoke in support of this item. <br /> <br />2. Jeff Miller, 358 Chautauqua Avenue, spoke in support of this item. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO CLOSE DALE DRIVE IN DALE HOMES." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />(b) S-09-04 <br /> <br />LINCOLN PARK - Ordinance granting the request of the <br />Portsmouth Redevelopment and Housing Authority for the closure <br />of Lexington Drive. The proposed closure would change the street <br />from a public right-of-way to a private street. The street will <br />continue to be used to provide access to homes in the Lincoln Park <br />Community. The Comprehensive Plan recommends residential <br />development in the area. Vision Principle: Thriving Neighborhoods <br />and a Sense of Community. <br /> <br />1.
