June 9. 2009 At a Regular Meeting of the City Council on Tuesday, June 9, 2009, there were present: Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psimas, City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. Councilwoman Marlene W. Randall opened the meeting with prayer, which was followed the Pledge of Allegiance to the Flag. Mayor Holley called the meeting to order and welcomed all in attendance. Motion by Mr. Moody, and seconded by Ms. Randall, to approve the minutes of a Called Meeting of May 21, 2009, of a Called Meeting of May 26,2009, and of a Regular Meeting of May 26, 2009, and was adopted by the following vote: Ayes: Heretick, Moody, Psi mas, Randall, Whitehurst, Holley Nays: None 09 - 312 - Presentations: . Presentation of the Key to the City to Kennedy Frawley, 2009 Little Miss Portsmouth. - Public Hearing - 09 - 313 - Public hearing on street closures and use permit applications: (a) S-09-03 DALE HOMES - Ordinance granting the request of the Portsmouth Redevelopment and Housing Authority for the closure of Dale Drive. The proposed closure would change the street from a public right-of-way to a private street. The street will continue to be used to provide access to homes in the Dale Homes Community. The Comprehensive Plan recommends residential development in the area. Vision Principle: Thriving Neighborhoods and a Sense of Community. 1. Richard Harris, 711 Crawford Street, spoke in support of this item. 2. Jeff Miller, 358 Chautauqua Avenue, spoke in support of this item. Motion by Ms. Psi mas, and seconded by Mr. Whitehurst, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE TO CLOSE DALE DRIVE IN DALE HOMES." Ayes: Heretick, Moody, Psi mas, Randall, Whitehurst, Holley Nays: None (b) S-09-04 LINCOLN PARK - Ordinance granting the request of the Portsmouth Redevelopment and Housing Authority for the closure of Lexington Drive. The proposed closure would change the street from a public right-of-way to a private street. The street will continue to be used to provide access to homes in the Lincoln Park Community. The Comprehensive Plan recommends residential development in the area. Vision Principle: Thriving Neighborhoods and a Sense of Community. 1. There were no speakers. Motion by Ms. Psi mas, and seconded by Mr. Whitehurst, to adopt the following ordinance, and was adopted by the following vote:
