<br />June 9. 2009 <br /> <br />Background: <br />. In a continued effort to resolve its financial CriSIS, the Southeastern Public <br />Service Authority (SPSA) passed a resolution on April 22, 2009 to raise tipping fees <br />from $104 per ton to $170 per ton. <br />. The City sends approximately 52,000 tons of garbage to SPSA facilities each <br />year. <br /> <br />Discussion: <br />. The City's ability to cover the additional costs resulting from the SPSA tipping fee <br />increase is dependant upon increasing the Solid Waste Service Charge rate being billed <br />to its approximately 32,780 customers. <br />. The City's Waste Management Fund Operating Budget must increase by <br />$3,432,000 to fund SPSA's rate increase, which translates into an increase of $8.72 per <br />month on the collection bill. <br /> <br />Financial Impact: <br />. An $8.72 increase in the monthly rate (from $32 per month to $40.72 per month) <br />for Solid Waste Service Charges billed to Portsmouth residents. <br />. A $3,432,000 increase in estimated revenues and appropriated expenditures in <br />the Waste Management Fund Operating Budget. <br /> <br />Staff Recommends: <br />. Adoption of the proposed ordinance. Vision Principle: A Robust and Prospering <br />Economy. <br /> <br />Next Steps Following Council Action: <br />. The CFO will coordinate with the Directors of General Services and Information <br />Technology to ensure the proper and timely implementation of the Solid Waste Service <br />Charge rate increase effective July 1, 2009. <br />. The CFO will ensure the appropriate budget action is processed for the Waste <br />Management Fund. <br /> <br />Motion by Ms. Psimas, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND CHAPTER 16 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (2006) BY AMENDING SECTIONS 16-64 AND 16-66(b) <br />THEREOF AND BY AMENDING APPENDIX A OF THE CODE TO INCREASE <br />MONTHLY RATES FOR TRASH AND GARBAGE DISPOSAL." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 315 - Adoption of an ordinance to appropriate in the FY 2009-2010 Behavioral <br />Healthcare Services Fund the sum of $5,250 allocated by the Virginia Department of <br />Mental Health, Mental Retardation and Substance Abuse Services to the Portsmouth <br />Department of Behavioral Healthcare Services to fund a portion of the cost for obtaining <br />guardianship for five individuals with a diagnosis of mental retardation. Vision Principle: <br />Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The Department of Mental Health, Mental Retardation, and Substance Abuse <br />Services (DMHMRSAS) will pay up to $750 per individual to fund a portion of the cost <br />incurred to obtain guardianship. <br />
