<br />May 26. 2009 <br />Motion by Mr. Whitehurst, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $74,848.80 FROM THE <br />VIRGINIA OFFICE OF EMERGENCY MEDICAL SERVICES AND APPROPRIATING <br />SAID AMOUNT IN THE FY 2008-2009 GRANTS FUND FOR THE FY 2009 "FOUR <br />FOR LIFE" EMERGENCY MEDICAL SERVICES PROGRAM." <br /> <br />Ayes: Heretick, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 288 - Adoption of an ordinance to amend Chapter 2 of the Code of the City of <br />Portsmouth, Virginia (2006) by amending Sections 2-101 and 2-107 thereof pertaining <br />to Council Appointees and a residency requirement. Vision Principle: Bold New <br />Directions. <br /> <br />Background: <br />. Under the Portsmouth City Charter, City Council appoints the City Manager, City <br />Attorney, City Assessor, and City Clerk. For reasons that are not clear, there is a <br />section of the City Code that lists the Council appointees but omits the City Assessor. <br />The ordinance corrects this error in the City Code. <br />. The City Code also requires that Council appointees establish residency within <br />six months. The ordinance would allow Council, in its discretion, to extend the time <br />period for establishing residency. <br /> <br />Discussion: <br />. The ordinance corrects an erroneous description of who the Council appointees <br /> <br />are. <br /> <br />. It also allows Council to extend the time period for establishing residency. This <br />change is made in order to respect the current economic situation and the difficult <br />market for residential sales. <br /> <br />Financial Impact: <br />. There is no financial impact. <br /> <br />Recommended Action: <br />. Adoption of the ordinance IS recommended. City Attorney or City Clerk to provide ordinance to Municipal Code Commission in <br />order to update the City Code. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND CHAPTER 2 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (2006) BY AMENDING SECTIONS 2-101 AND 2-107 <br />THEREOF PERTAINING TO COUNCIL APPOINTEES AND A RESIDENCY <br />REQUIREMENT." <br /> <br />Ayes: Heretick, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 289 - Adoption of an ordinance accepting $303,485 in Federal stimulus funding <br />and appropriating said funds in the FY 2008-2009 and FY 2009-2010 Economic <br />Stimulus Funds for the 2009 Summer Youth Work Experience Program.
