May 26. 2009 Motion by Mr. Whitehurst, and seconded by Ms. Psimas, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $74,848.80 FROM THE VIRGINIA OFFICE OF EMERGENCY MEDICAL SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2008-2009 GRANTS FUND FOR THE FY 2009 "FOUR FOR LIFE" EMERGENCY MEDICAL SERVICES PROGRAM." Ayes: Heretick, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None 09 - 288 - Adoption of an ordinance to amend Chapter 2 of the Code of the City of Portsmouth, Virginia (2006) by amending Sections 2-101 and 2-107 thereof pertaining to Council Appointees and a residency requirement. Vision Principle: Bold New Directions. Background: . Under the Portsmouth City Charter, City Council appoints the City Manager, City Attorney, City Assessor, and City Clerk. For reasons that are not clear, there is a section of the City Code that lists the Council appointees but omits the City Assessor. The ordinance corrects this error in the City Code. . The City Code also requires that Council appointees establish residency within six months. The ordinance would allow Council, in its discretion, to extend the time period for establishing residency. Discussion: . The ordinance corrects an erroneous description of who the Council appointees are. . It also allows Council to extend the time period for establishing residency. This change is made in order to respect the current economic situation and the difficult market for residential sales. Financial Impact: . There is no financial impact. Recommended Action: . City Attorney or City Clerk to provide ordinance to Municipal Code Commission in order to update the City Code. Ayes: Heretick, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None 09 - 289 - Adoption of an ordinance accepting $303,485 in Federal stimulus funding and appropriating said funds in the FY 2008-2009 and FY 2009-2010 Economic Stimulus Funds for the 2009 Summer Youth Work Experience Program.
