<br />Mav 26. 2009 <br /> <br />Discussion: <br />. Construction bids were received for this project on April 30, 2009. <br />. Approval from VDOT of the project to proceed was received May 5, 2009 <br /> <br />Financial Impact: <br />. Of the $3,900,000 appropriation request, $884,000 is from a Revenue Sharing <br />Grant from VDOT and the balance of the funds are from the Master Developer for <br />Victory Village, Victory Crossing Developers II, LLC as per agreement with the City <br />dated April 22,2008. <br /> <br />Recommended Action: <br />. City Council to adopt the recommended appropriation ordinance. Vision <br />Principle: A Robust and Prospering Economy. <br /> <br />Next Steps Following Council Action: <br />. Award the construction contract for the necessary infrastructure improvements. <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $884,000 FROM THE <br />VIRGINIA DEPARTMENT OF TRANSPORTATION AND APPROPRIATING <br />$3,995,000 IN THE FY 2008-2009 CAPITAL IMPROVEMENTS FUND FOR <br />INFRASTRUCTURE IMPROVEMENTS AT VICTORY VILLAGE IN THE CITY OF <br />PORTSMOUTH." <br /> <br />Ayes: Heretick, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />09 - 287 - Adoption of an ordinance accepting a grant in the amount of $74,848.80 from <br />the Office of Emergency Medical Services and appropriating the same amount in the FY <br />2008-09 Grants Fund Operating Budget for the FY 2009 "Four for Life" Emergency <br />Medical Services Program. Vision Principles: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Background: <br />. In 1983, the General Assembly established a special fund (found in the Code of <br />Virginia 46.2-694) to be used only for emergency medical service purposes by imposing <br />a $1.00 fee to the registration of motor vehicles and to be known as "One for Life." Over <br />the years, the fee has increased until it is now known as the "Four for Life" program. <br />. The purpose of this program is to provide funding to localities for the training of <br />emergency medical service personnel and for the purchase of necessary medical <br />equipment and supplies. <br /> <br />Discussion: <br />. The City plans to use the FY 2009 funds for updating emergency medical <br />equipment, additional medical supplies, and training for emergency medical personnel <br />to ensure quality service delivery for Portsmouth citizens and visitors. This funding will <br />also help protect our personnel from work-related injuries. <br /> <br />Financial Impact: <br />. No local cash match is required. <br /> <br />Staff Recommends: <br />. Adoption of proposed ordinance. Vision Principles: Thriving Neighborhoods and <br />a Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. Provide training that qualifies under the "Four for Life" program and acquire <br />equipment and medical supplies. <br />
